- Develop and implement procurement strategies for regional transport links
- Define category strategies for key packages including civil works, rail/road systems, buildings, and professional services
- Establish procurement schedules, milestones, and resource plans for multiple concurrent projects
- Lead market engagement, prequalification, and bidder shortlisting for large, complex transport contracts
- Oversee preparation of tender documents including instructions, scope of work, commercial conditions, and pricing schedules
- Manage the full tendering process: clarifications, addenda, evaluation, negotiations, and recommendation for award
- Recommend appropriate contracting strategies (e.g. EPC, D&B, DBFM, PPP, framework agreements)
- Lead commercial negotiations to secure best value outcomes
- Develop and maintain a qualified supplier base for regional transport infrastructure
- Implement procurement governance frameworks, policies, and procedures
- Identify, assess, and manage procurement and commercial risks
- Lead, mentor, and develop a team of procurement specialists
Requirements
- Extensive experience in procurement for large scale transport infrastructure programs
- Experience in developing procurement strategies and managing end to end tender cycles
- Knowledge of contracting and commercial models (EPC, D&B, DBFM, PPP, framework agreements)
- Strong commercial negotiation skills
- Experience in supplier market management and performance frameworks
- Familiarity with public procurement laws and governance
- Leadership and team development experience
