Senior Finance Officer

Role Overview

Banking and Treasury

• Manage daily banking relationships and act as the main contact for banking matters.
• Handle term loans, overdrafts, guarantees, and other financial instruments.
• Monitor cash flow, liquidity, and fund utilization.
• Maintain registers for guarantees, bonds, and letters of credit and manage their issuance, amendment, and release.
• Manage corporate insurance renewals, project cover, and claims coordination.
• Monitor banking covenants and prepare information for financial institutions.

Reporting and Analysis

• Prepare P&L, balance sheet, and cash flow reports.
• Provide financial insights for strategic decisions by the Chairman and management.
• Conduct variance analysis and provide commentary on results.
• Prepare monthly MIS packs and dashboards covering project profitability, ageing, and financial KPIs.
• Manage month-end and year-end close activities and reconciliations.

Budgeting and Project Finance

• Develop and update annual budgets and periodic forecasts.
• Build models for project costing, investment analysis, and scenario planning.
• Prepare project estimates covering costs, overheads, contingencies, escalation, and target margins.
• Maintain estimation assumptions, historical cost benchmarks, and unit rates.
• Calculate manpower costs and maintain project man-hour rates.
• Track project cost-to-complete and estimated versus actual costs.

Invoicing and Accounting

• Coordinate with operations to gather project progress updates.
• Prepare invoices based on project progress and contractual milestones.
• Follow up on receivables and maintain billing schedules.
• Process supplier, subcontractor, and consultant payments.
• Maintain the fixed asset register and coordinate physical verification.
• Oversee accounting records, payroll, WPS transfers, reimbursements, advances, and petty cash.

Compliance and Leadership Support

• Support internal and external audits and maintain financial controls.
• Prepare VAT returns and corporate tax computations within statutory deadlines.
• Maintain finance policies, procedures, delegation controls, licenses, and regulatory filings.
• Supervise the Senior Accountant and provide workload allocation, coaching, and training.
• Manage the Chairman’s personal accounts, real estate records, rental income, property costs, and tenancy contracts.
• Review contracts, tenders, and proposals and handle assigned financial projects.

Qualifications and Experience

• Bachelor’s degree in Accounting, Finance, or a related field is required.
• A professional qualification such as ACCA, CMA, or ACA is preferred.
• At least 8 years of relevant finance experience is required, ideally in the AEC industry.
• Experience supervising junior accounting staff is required.
• English fluency is required, while Arabic is an advantage.

Technical Skills

• Strong financial modeling and advanced MS Excel skills are required.
• Experience in project cost estimation, manpower costing, and profitability analysis is required.
• Knowledge of banking products, loan management, and financial negotiations is required.
• Working knowledge of UAE VAT, corporate tax, WPS payroll requirements, and IFRS is required.
• Experience with accounting software such as Tally ERP or Zoho Books is required.
