The Senior Development Manager will provide support and delivery expertise of real estate development across a broad spectrum of sectors including (but not exclusively) Residential, Commercial Office, Retail, Leisure and Entertainment, and Hospitality.
As well as Master Planning, Infrastructure, landscaping and Public Realm.
The successful candidate will oversee the end-to-end development process of assigned real estate projects, ensuring timely delivery within budget and quality standards while aligning with the strategic goals of the organization.
The role involves managing feasibility studies, securing approvals, coordinating design, monitoring construction, and engaging with stakeholders to maximize project value.
He/ She is expected to capture and share knowledge across projects, enhance Bloom’s culture of innovation, and reinforce Bloom’s reputation as a leading Real Estate Developer in UAE.
Development Management & Master Planning
- Conceptualize and recommend projects’ ideas as directed by Management to meet the organization’s Vision and mission statements.
- Assist in developing and managing the project Development Briefs, Timelines, Budgets and risk assessment which will define the project’s strategy and business plan and guide the formation of the Development Plans and various Design Briefs.
- Lead the master planning process from inception to approval, including development visioning, land-use allocation, density strategies, mobility concepts, community facilities, and phasing, to ensure commercially optimized and sustainable plans.
- Develop and continuously refine master plan briefs and design parameters, ensuring they reflect market needs, authority requirements, investment strategy, and long-term asset positioning.
- Review master plan deliverables, design alternatives, and technical/urban responses to ensure solutions maximize land efficiency, feasibility, community livability, and value creation.
- Ensure the integration of infrastructure strategies, mobility planning, sustainability guidelines, and authority standards within the master plan to secure regulatory approvals.
- Define general outlines for the project’s desired design standards and solutions to be implemented in the design process in coordination with the Design teams to ensure that the design delivery is aligned with the asset development plan.
- Participate in the evaluation of asset development opportunities of the received inputs from the design parties to ensure that all design directions and approaches are effectively enhancing the development of assets.
- Ensure that all development plans of the projects incorporate the community’s needs and are aligned with the overall vision for the assigned developments.
Financial Feasibility Studies
- Assist in the development of business cases, feasibility studies, and financial models for all assigned real estate project opportunities (single/multiple properties or more complex projects) overseeing the process across the various stages of the project lifecycle.
- Oversee and review the technical feasibility studies including the economic impact and the estimated required capital and operating costs for each development concept, in coordination with the relevant parties to ensure profitability for Bloom and relevant parties.
- Ensure coordination with Sales & Leasing for all sales and leasing-related assumptions and other market performance indicators (e.g., lease rates, occupancy rates, real estate prices, trends).
- Assist in effectively coordinating with Finance on project financing assumptions (e.g., target returns, cost of debt) to have necessary input into feasibility studies and financial models.
- Ensure effective coordination with Commercial, Design and Delivery on initial costs, detailed budget and schedules for feasibility updates.
- Ensure regular updates of feasibility studies and financial models as projects evolve in their development phases and communicate updated projections to concerned stakeholders as needed
Budget And Financial Analysis
- Assist Senior Management in preparing the department budget and monitor financial performance versus the budget for their designated projects so that the business knows anticipated costs/revenues and areas of unsatisfactory performance are identified. Potential areas of cost reduction or performance improvement opportunities are capitalized upon.
- Co-ordinating planning requirements and assisting with the development of CAPEX and OPEX budgets for the overall scheme Market Research and Analysis
- Stay current with market and industry developments and leverage industry connections to build and sell profitable properties.
- Assist in carrying out necessary market research to make a full appraisal of the development opportunities
- Stakeholder and Authority Liaison Management
- Coordinate with internal departments (e.g., Commercial, procurement, design, delivery, sales, marketing, finance) to align project goals.
- Engage with external consultants, contractors, and regulatory authorities for project execution.
- Build and maintain relationships with key stakeholders, including critical government agencies
Project Management
- Work across departmental functions and stakeholders to maintain the program and deliver objectives.
- Provide support to the development directors in managing the projects to achieve the development objectives.
- Provide expertise throughout the project development process through defined business plans to ensure alignment of project parameters and standards of excellence with global and local best practices and legislative requirements.
- Contribute to and monitor project management and construction activities to ensure adherence to project plans, budgets, technical specifications, and long-term relationships with clients/customers.
- Ensure changes can be implemented early to maximize the potential of the property portfolio
Qualifications And Experience
Bachelor’s degree in real estate or property or degree in Architectural or Construction Related engineering.
Minimum 10 years of experience in real estate development, with at least 5 years in a managerial
The salary range for this position is AED 33,000 to AED 40,000 per month plus other benefits.
