- Lead the establishment of baseline budgets, performing detailed cost estimates and life cycle costing for major civil works and infrastructure
- Implement robust cost control procedures to track commitments, expenditures, and forecasts
- Evaluate the financial impact of design changes, site instructions, and variations; negotiate with contractors
- Lead value engineering workshops to identify technical alternatives that reduce costs without compromising quality or safety
- Integrate cost data with project schedules to perform EVM analysis, reporting on CPI and SPI
- Prepare comprehensive monthly commercial reports, cash flow forecasts, and executive level financial dashboards
- Oversee commercial aspects of various contract types (e.g., NEC, FIDIC), including progress payment valuations and claim assessments
Requirements
- Bachelor's degree in Civil Engineering/Mechanical Engineering or related field
- Minimum of 15 years of experience in cost management and project controls within construction or engineering sectors
- Deep understanding of construction methods, materials, and technical specifications for heavy civil and infrastructure projects
- Expert knowledge of cost management software (e.g., Prism, Ecosys, or SAP) and advanced proficiency in Microsoft Excel
- Proven track record in procurement strategies, risk management, and commercial negotiation
- MRICS or CCE/CCP certification highly preferred

Overview
- Parsons is seeking a Senior Cost Manager with Quantity Surveying experience and with a strong technical foundation to oversee the financial performance of large scale, complex infrastructure projects.
- You will be responsible for the end to end cost management lifecycle, from initial feasibility budgeting through to final account settlement.
- This role requires a strategic thinker who can integrate engineering principles with commercial acumen to drive project profitability and financial transparency.
What You'll Be Doing
- Budget Development: Lead the establishment of baseline budgets, performing detailed cost estimates and life cycle costing for major civil works and infrastructure.
- Cost Control & Monitoring: Implement robust cost control procedures to track commitments, expenditures, and forecasts. Identify variances against budget and provide early warnings on potential overruns.
- Change Management: Evaluate the financial impact of design changes, site instructions, and variations. Negotiate with contractors and stakeholders to ensure value for money.
- Value Engineering: Utilize your civil engineering background to lead value engineering workshops, identifying technical alternatives that reduce costs without compromising quality or safety.
- Earned Value Management (EVM): Integrate cost data with project schedules to perform EVM analysis, reporting on Cost Performance Index (CPI) and Schedule Performance Index (SPI).
- Financial Reporting: Prepare comprehensive monthly commercial reports, cash flow forecasts, and executive level financial dashboards.
- Contract Administration: Oversee the commercial aspects of various contract types (e.g., NEC, FIDIC), including progress payment valuations and claim assessments.
What You'll Bring
- Education: Bachelor's degree in Civil Engineering/Mechanical Engineering or related field.
- Experience: Minimum of 15 years of experience in cost management and project controls within the construction or engineering sectors.
- Technical Expertise: Deep understanding of construction methods, materials, and technical specifications for heavy civil and infrastructure projects.
- Software Proficiency: Expert knowledge of cost management software (e.g., Prism, Ecosys, or SAP) and advanced proficiency in Microsoft Excel.
- Commercial Insight: Proven track record in procurement strategies, risk management, and commercial negotiation.
- Certifications: MRICS (Member of the Royal Institution of Chartered Surveyors) or CCE/CCP (Certified Cost Professional) is highly preferred.
