- Act as the primary commercial interface between the Project Management Team and the Cost Consultant
- Lead all contract administration, procurement, commercial, and cost management activities throughout the project lifecycle
- Oversee procurement planning and packaging strategies for design, construction, specialist systems, and supplier contracts
- Manage tendering processes including prequalification, RFP preparation, tender evaluations, negotiations, and contract award recommendations
- Review and coordinate cost estimates, project budgets, cash flow forecasts, and cost reports prepared by the Cost Consultant
- Monitor project expenditures and ensure alignment with approved budgets and cost objectives
- Lead change management, variation assessment, and commercial evaluation processes
- Manage contractual correspondences, notices, claims, disputes, and contractual compliance requirements
- Review and evaluate contractor and consultant payment applications and commercial submissions
- Identify commercial risks and develop mitigation strategies to protect project objectives
Requirements
- Bachelor's Degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, Law, or related discipline
- Minimum 15 years of commercial, contracts, procurement, or quantity surveying experience
- Minimum 7 years in a senior commercial or procurement management role
- Demonstrated experience on major building, infrastructure, sports, aviation, hospitality, or mixed use developments
- Strong understanding of contract forms, procurement methodologies, commercial governance, and project controls
- Excellent negotiation, stakeholder management, communication, and leadership skills

Job Description
- Parsons is looking for an experienced Senior Contract & Procurement Manager to lead all commercial, contractual and procurement activities associated with major stadium and sports venue developments.
- The role serves as the primary commercial interface between the Project Management Team, Cost Consultant, Lead Design Consultant, contractors, suppliers, and project stakeholders.
- Responsible for ensuring robust contract administration, procurement governance, commercial risk management, cost control, change management, and successful delivery of procurement packages throughout the project lifecycle.
What You’ll Be Doing
- Act as the primary commercial interface between the Project Management Team and the Cost Consultant.
- Lead all contract administration, procurement, commercial, and cost management activities throughout the project lifecycle.
- Oversee procurement planning and packaging strategies for design, construction, specialist systems, and supplier contracts.
- Manage tendering processes including prequalification, RFP preparation, tender evaluations, negotiations, and contract award recommendations.
- Review and coordinate cost estimates, project budgets, cash flow forecasts, and cost reports prepared by the Cost Consultant.

What Required Skills You’ll Bring
- Bachelor's Degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, Law, or a related discipline.
- Master's Degree preferred.
- MRICS, MCIOB, CCP, PMP, or equivalent professional accreditation preferred.
- Minimum 15 years of commercial, contracts, procurement, or quantity surveying experience.
- Minimum 7 years in a senior commercial or procurement management role.
- Demonstrated experience on major building, infrastructure, sports, aviation, hospitality, or mixed use developments.
- Proven experience managing procurement strategies and contract administration on large scale projects.
- Strong understanding of contract forms, procurement methodologies, commercial governance, and project controls.
- Experience managing Cost Consultant interfaces and reviewing cost plans, estimates, budgets, and final accounts.
- Extensive experience managing variations, claims, extensions of time, and dispute avoidance processes.
- Strong knowledge of procurement and commercial management for specialist systems and technology driven facilities.
- Excellent negotiation, stakeholder management, communication, and leadership skills.
