- Oversee all commercial reporting, including cost planning, budgeting, cash flow forecasting, and Earned Value Analysis (EVA)
- Administer complex contracts (FIDIC, NEC, or bespoke), ensuring full adherence to contractual obligations and KSA procurement laws
- Proactively identify contractual and financial risks and develop robust strategies to protect interests
- Lead the assessment, negotiation, and resolution of significant variations, change orders, and potential disputes
- Act as the primary commercial point of contact for the Client, government authorities, and major subcontractors
- Mentor and lead a team of Quantity Surveyors and Cost Engineers
- Develop and implement commercial & contract management strategies to achieve project objectives
- Ensure compliance with contractual terms and conditions, including managing claims, variations, and disputes
- Lead the development and management of project budgets, ensuring alignment with financial goals
- Monitor project costs and implement robust cost control measures to prevent overruns
- Prepare detailed financial reports, forecasts, and cost analysis for senior management and stakeholders
- Coordinate with procurement team and ensure alignment with project requirements
Requirements
- Extensive experience in commercial management on large scale infrastructure projects
- Experience with complex contracts (FIDIC, NEC, or bespoke)
- Knowledge of KSA procurement laws
- Proven ability to lead and mentor a team of Quantity Surveyors and Cost Engineers
- Strong financial analysis and reporting skills
- Excellent negotiation and communication skills

What You'll Be Doing
- Oversee all commercial reporting, including cost planning, budgeting, cash flow forecasting, and Earned Value Analysis (EVA).
- Administer complex contracts (FIDIC, NEC, or bespoke), ensuring full adherence to contractual obligations and KSA procurement laws.
- Proactively identify contractual and financial risks early in the project lifecycle and develop robust strategies to protect both Parsons' and the Client's interests.
- Lead the assessment, negotiation, and resolution of significant variations, change orders, and potential disputes.
- Act as the primary commercial point of contact for the Client, government authorities, and major subcontractors to drive value optimization.
- Mentor and lead a team of Quantity Surveyors and Cost Engineers, fostering a culture of professional integrity and technical excellence.
- Provide strategic direction and leadership for all commercial & contract management activities across the project.
- Develop and implement commercial & contract management strategies to achieve project objectives, output deliverables in a timely manner, and maximize value.
- Review Contractor's and Client's Change requests, develop and manage all of the relevant change management documentation up to finalizing EI's and VO's.
- Ensure compliance with contractual terms and conditions, including managing claims, variations, and disputes.
- Provide expert advice on contract interpretation and risk mitigation strategies.
- Lead the development and management of project budgets, ensuring alignment with financial goals.

- Collaborate with internal and external stakeholders, including clients, contractors, and consultants, to ensure alignment on commercial matters.
- Represent the project in commercial discussions and negotiations with stakeholders.
- Ensure adherence to legal, regulatory, and contractual requirements.
- Prepare and present comprehensive commercial reports to stakeholders and senior management.
