Job Responsibilities
- Lead and manage the full federal capture lifecycle for strategic pursuits across DoD and Federal Civilian agencies.
- Collaborate with executive leadership to align capture activities with corporate growth objectives and market priorities.
- Develop and execute capture plans, competitive assessments, win strategies, and customer engagement activities.
- Identify, evaluate, and negotiate teaming arrangements with subcontractors, OEMs, and strategic partners.
- Coordinate pursuit activities across solution architects, operations, recruiting, contracts, pricing, and proposal teams.
- Support proposal development efforts, including win themes, solution refinement, color team reviews, oral presentations, and executive briefings.
- Conduct market research and competitive intelligence activities to support bid/no-bid decisions and opportunity shaping.
- Maintain accountability for pursuit readiness, action item tracking, status reporting, and execution milestones.
- Analyze acquisition strategies, federal procurement trends, customer priorities, and emerging technologies to identify growth opportunities and competitive risks.

- U.S. Citizen with the ability to obtain and maintain a security clearance.
- Must possess a Bachelor’s degree in Business, Management, Government, Engineering, Information Technology, or a related discipline.
- Ten (10+) years of federal capture management experience supporting DoD and/or Federal Civilian agencies.
- Demonstrated success leading captures from qualification through proposal submission and contract award.
- Experience supporting IDIQs, GWACs, BPAs, task orders, and complex federal procurements.
- Strong understanding of FAR, DFARS, federal acquisition processes, contract vehicles, and proposal development practices.
- Experience developing teaming strategies and managing subcontractor and partner relationships.
- Ability to conduct market, customer, competitive, and procurement analysis and effectively brief executive leadership.
- Strong organizational, analytical, communication, and leadership skills with experience managing multiple concurrent pursuits.
Preferred
Experience supporting Army, Navy, USAF, and Federal Civilian agencies.
APMP, Shipley, or equivalent capture/proposal certifications.
Experience supporting technical, engineering, cybersecurity, or professional services procurements.
Established relationships within DoD and Federal Civilian organizations.
