Job Description

  • The Senior Assurance Manager is responsible for leading and overseeing Quality Assurance, Quality Control, Health, Safety, Security, and Environmental (HSSE) functions across the project.

Responsibilities

  • Responsible for monitoring the implementation of the Quality and HSSE Management System for the Project in compliance with Client Requirements, Hill Corporate policies, International Standards, and Industry best practices.
  • Periodically conducts detailed audits to assess compliance with QA and HSSE systems.
  • Regularly interacts with Client, Project Management Team, and stakeholders to assess and report on site activities and performance trends.
  • Provides input to Client on project performance metrics and improvements.
  • Establish and implement QA/QC procedures for the project.
  • Ensure LDC implements a computerized inspection and test management system.
  • Monitor contractors and LDC supervision teams to ensure quality procedures are followed.
  • Conduct audits of contractors and LDC QA/QC systems at least once per quarter.
  • Carry out observations and ensure NCRs are issued and followed up.
  • Ensure contractors implement their own quality management systems aligned with LDC procedures.
  • Make proposals to Client for correcting non compliant work and supervise corrective actions.
  • Ensure LDC issues monthly Project Quality Reports.

HSSE Specific

  • Develop project wide HSSE strategy including safety incentive plan.
  • Ensure contractors' HSSE program and CEMPs are in place and approved.
  • Develop framework for HSSE KPIs and review periodically.
  • Implement PMC's HSSE program to promote safety culture.
  • Develop reward and recognition schemes for positive safety culture.
  • Ensure LDC reviews contractors' Method Statements, Risk Assessments, and Work Plans.
  • Establish comprehensive reporting program and audit program.
  • Manage and oversee LDC in HSSE data management and reporting.
  • Ensure timely delivery of required reports to authorities.
  • Manage and oversee LDC in implementing inspection and audit processes.
  • Ensure Emergency and Incident Response Plans are in place.
  • Maintain oversight of LDC to ensure incidents are managed and investigated.

Qualifications

  • Bachelor’s Degree in Engineering, Construction, or equivalent.
  • Minimum 20 years of experience, and 5 years in a similar role in PMC organization.
  • Certified Lead Auditor. Strong knowledge of ISO systems and construction quality and HSE procedures.
  • Minimum 5 years’ experience in Construction of Infrastructure and Marine projects.
  • Good command of English language with good writing skills.
  • Experience in preparation of logistics plans for large scale projects and experience in preparing reports.
  • Excellent command of written and spoken English.
