Position Overview

  • The Alcohol and Gaming Commission of Ontario (AGCO) is an agency responsible for regulating Ontario’s alcohol, gaming, horse racing, and private retail cannabis sectors.

What You Will Do

  • Strategic Planning: Lead corporate and divisional strategic planning by developing and implementing planning frameworks, methodologies, governance processes, and planning cycles.
  • Strategic Foresight: Lead strategic foresight activities by conducting environmental and horizon scanning, trend analysis, strategic intelligence gathering, and the application of foresight methodologies.
  • Divisional Business Planning: Lead and support integrated organizational planning by guiding divisions in the development of business plans that translate strategic priorities and objectives into operational plans.
  • Organizational Performance: Lead organizational performance measurement, reporting, and continuous improvement by developing and applying performance measurement frameworks, continuous improvement methodologies, KPIs, benchmarks, and reporting processes.
  • Strategic Prioritization & Initiatives: Lead enterprise prioritization processes by developing frameworks and approaches that assess, sequence, and align initiatives, projects, resources, and activities with strategic priorities.
  • Corporate Planning: Lead the development and coordination of AGCO’s multi year Business Plan and Annual Report.
  • Executive Meetings: Lead the development and preparation of strategic presentations, briefing materials, and decision support documents for Executive Meetings.
  • Relationship Management: Build and maintain strong relationships with internal and external stakeholders to support strategic and corporate planning objectives.

You Have

  • A degree in Public Policy, Political Science, Law, Economics, Business Administration, Strategic Management, or a related field, or an equivalent combination of education, training, and experience.
  • 5–8+ years of progressive experience in strategic planning, strategic foresight, business planning, organizational performance, policy analysis, program evaluation, corporate performance, or related functions.
  • Demonstrated experience developing and implementing strategic plans, business plans, performance measurement frameworks, KPIs, benchmarks, and reporting processes.
  • Extensive experience applying strategic foresight methodologies, including environmental scanning, horizon scanning, trend analysis, scenario planning, and strategic intelligence gathering.
  • Strong quantitative and qualitative research, analytical, and evaluation skills.
  • Extensive knowledge and experience designing, implementing, and evaluating performance measurement frameworks, outcome measures, KPIs, benchmarks, reporting systems, and continuous improvement methodologies.
  • Demonstrated ability to assess organizational performance, identify trends, emerging risks, and opportunities, and develop recommendations and mitigation strategies.
  • Comprehensive understanding of the provincial, federal, and broader public policy environment.
  • Strong political acuity, sound judgment, and the ability to analyze, communicate, and provide advice on complex, sensitive, and high profile issues.
  • Exceptional stakeholder engagement, facilitation, relationship management, and consensus building skills.
  • Excellent written, verbal, and presentation skills.
  • Advanced proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Visio, Outlook, SharePoint, and other planning, reporting, and performance management tools.
