Safety Officer (HSE Officer)

Job Purpose

HSE Responsibilities

• Develop and review the occupational health and safety policy, risk assessments, and standard operating procedures.
• Conduct inspections across bakery production lines, warehouses, cold storage, loading bays, and fleet operations.
• Assess machinery, manual handling, chemical, fire, electrical, and food-grade hygiene hazards.
• Investigate incidents, accidents, and near misses and prepare root-cause analysis reports.
• Maintain corrective and preventive action plans and track closure.

Fire, Regulatory, and Training Duties

• Coordinate fire drills, evacuation plans, extinguisher and alarm checks, and NOC renewals with Dubai Civil Defence.
• Liaise with Dubai Municipality on occupational safety, food hygiene, and premises licensing matters.
• Deliver HSE induction training, toolbox talks, and refresher training to production, warehouse, and driving staff.
• Monitor MOHRE requirements on working hours, rest breaks, and occupational health obligations, including seasonal heat controls.

Records and Assurance

• Maintain PPE records, machine guarding checks, permit-to-work systems, and safety equipment calibration logs.
• Maintain accident statistics including LTIFR and TRIR and prepare periodic HSE reports for senior management.
• Support ISO 45001 and ISO 22000 certification and audit readiness where applicable.
• Manage third-party auditors, insurance risk surveyors, and regulatory inspectors during site visits.
• Track corrective actions from audits, inspections, and management reviews.

Mandatory Certifications

• NEBOSH International General Certificate is mandatory.
• An OSHAD-SF or Dubai Municipality-recognized HSE certificate, or evidence of applicable registration or eligibility, is mandatory.
• A Dubai Civil Defence-approved Fire and Life Safety or Fire Warden Certificate is mandatory.
• Current First Aid and CPR certification from a recognized provider is mandatory.
• HACCP or Food Safety Awareness Certification is mandatory.

Experience Requirements

• At least 3–5 years of Safety Officer or HSE Officer experience is required, preferably in UAE food manufacturing, FMCG, bakery, or production environments.
• Experience conducting risk assessments and incident investigations in a factory or production-line setting is required.
• Prior engagement with Dubai Civil Defence, Dubai Municipality, and/or OSHAD inspectors or auditors is required.
• Experience implementing ISO 45001 HSE systems and exposure to ISO 22000 or HACCP food safety systems are required.
• A UAE driving license is preferred for inter-site visits.

Preferred Certifications

• IOSH Managing Safely or Working Safely is preferred.
• ISO 45001:2018 Lead Auditor or Internal Auditor certification is advantageous.
