Overview

Site Supervision and Delivery

• Lead all project site supervision activities as the Consultant's primary site representative.
• Manage multidisciplinary teams covering civil, structural, architectural, MEP, infrastructure, and specialist systems.
• Ensure construction follows approved designs, contract requirements, quality standards, schedules, codes, and HSSE regulations.
• Monitor contractor performance, progress, productivity, and contractual compliance.
• Review contractor submissions including shop drawings, method statements, material submittals, programs, and technical proposals.
• Monitor schedules and project milestones.
• Lead progress meetings, technical coordination meetings, and stakeholder workshops.
• Resolve technical challenges, design issues, construction constraints, RFIs, technical queries, and field modifications.

Quality, Commercial, and Handover

• Ensure implementation of quality assurance and quality control procedures.
• Monitor HSSE compliance and promote a strong safety culture.
• Coordinate with authorities, utility providers, operators, and other stakeholders.
• Review and certify contractor progress reports, payment applications, and completed works.
• Support evaluation of variations, claims, and extension-of-time requests.
• Monitor project risks and ensure timely mitigation.
• Oversee testing, commissioning, integrated system testing, and operational readiness.
• Manage snagging, de-snagging, and handover processes.
• Prepare monthly reports covering progress, quality, safety, commercial matters, and project risks.
• Mentor supervision staff and maintain professional and technical standards.

Qualifications and Experience

• Bachelor's degree in Civil Engineering, Construction Engineering, or a related engineering discipline.
• A master's degree in Engineering, Construction Management, or Project Management is preferred.
• Professional Engineer, Chartered Engineer, PMP, or equivalent certification is highly desirable.
• At least 20 years of overall professional experience in construction and engineering projects.
• At least 10 years of experience as a Resident Engineer on major building developments.
• Experience with major buildings, convention centers, hospitality developments, luxury hotels, resorts, mixed-use developments, or commercial complexes.
• Extensive experience in site supervision consultancy, PMC, or engineering consultancy environments.

Technical and Professional Requirements

• Strong knowledge of international building codes, construction standards, and engineering best practices.
• Demonstrated experience in FIDIC contract administration and construction management.
• Experience managing multidisciplinary teams and complex stakeholder environments.
• Strong understanding of quality systems, construction methodologies, testing, commissioning, and handover.
• Experience reviewing claims, variations, schedule recovery plans, and commercial matters.
• Understanding of project controls, construction sequencing, and risk management.
• Previous Saudi Arabia or GCC experience is highly preferred.
• Excellent leadership, communication, negotiation, and stakeholder management skills.
• Ability to manage multiple contractors and interfaces on complex construction projects.
• Proficiency in project management and reporting software.
• Fluency in English is required; Arabic language skills are advantageous.

Workplace

• The role is based on a project site and requires on-site supervision in Riyadh, Saudi Arabia.
