- Lead end to end recruitment process across holding company, operating companies, and project entities
- Partner with project directors, functional heads, and investment team to anticipate hiring needs
- Build proactive sourcing strategies for technical, engineering, commercial, and corporate talent
- Own delivery against Saudization (Nitaqat) targets
- Manage, coach, and develop a small recruitment team
- Oversee relationships with recruitment agencies and executive search partners
- Manage and optimize the applicant tracking system
- Strengthen candidate experience and employer brand
- Ensure all recruitment activity complies with Saudi labor law and internal governance
Requirements
- Bachelor's degree in Human Resources, Business Administration, Engineering, or related field
- Minimum 6 to 10 years of recruitment experience
- At least 3 years in a managerial or team leadership capacity
- Proven track record of recruitment within infrastructure, construction, energy, oil and gas, or comparable project driven environment in Saudi Arabia or GCC
- Strong working knowledge of Saudi labor law, Nitaqat/Saudization frameworks, and local talent landscape
- Demonstrated experience managing high volume mobilization hiring alongside specialist and senior appointments
- Hands on experience with applicant tracking systems and data driven recruitment reporting
- Excellent communication and negotiation skills; fluency in English required

Job Description
- We are partnering with a leading regional developer of large scale PPP projects across oil and gas, energy transition, water distribution, and social infrastructure.
- We are seeking an experienced Recruitment Manager to lead talent acquisition from the Riyadh office.
- This is a hands on leadership role responsible for the full recruitment lifecycle across a complex, project driven organization.
