- Support project leadership in risk management and continuous improvement
- Prepare and present quality reports and KPIs to program leadership
Requirements
- 10 15 years of experience in quality management
- Experience in QA/QC for large scale construction or infrastructure projects
- Knowledge of ISO standards and quality management systems
- Strong leadership and communication skills
- Experience with audits and inspections

Position Overview
- Parsons is seeking a Quality Manager for one of our prestigious projects in Sharjah.
- The candidate is to manage and provide leadership and strategic direction to ensure contractual products or services are in accordance with customer, statutory, and Parsons quality requirements.
- Primarily responsible for ensuring that a project/program specific Quality Management System and wider global Parsons quality principles are deployed.
QA Strategy and Framework
- Detail and ensure adherence to quality related requirements sourced from bids, contract, and Employer/PMC obligations.
- Establish and review a PMC QA function organizational structure that meets scope needs.
- Establish and maintain a RACI matrix for the QA/QC function.
- Support the wider program in defining risk profile and capture/mitigation of program and project risk.
- Oversee QA/QC Teams production, approval, and ongoing review of Parsons QMS documentation.
- Ensure deployment of awareness and training activities.
- Support development of other function protocols to embed quality ethos.
- Ensure a culture of lessons learned and continual improvement.
- Support PMC innovation strategy including digital solutions.
Audits & Reviews
- Ensure an audit strategy (internal and external) is established and implemented.
- Plan and execute 1st and 2nd Party Audits including liaison with Client.
- Audit Consultants and Contractors in the Program.
- Manage audit records and ensure timely closure of findings.
- Undertake planned project/program quality inspections.
- Support project leadership in quality walks and ISO/external certification visits.
- Support client feedback interviews.
Quality Control Framework
- Oversee effective QC processes to ensure test and inspection regime is deployed.
- Confirm materials and works inspection and testing regime is actively utilized.
- Ensure regular site and off site inspections are completed and recorded.
- Ensure review of Contractor QC documentation.
- Support Construction Readiness Reviews and Work Start Notification.
- Oversee program wide defects management system.
- Oversee Handover and Close out activities.
Analysis & Reporting
- Establish a quality focused reporting strategy aligned with PMO/Client requirements.
- Agree defined KPIs and overarching performance measures.
- Ensure accessibility and validity of data.
- Oversee production, issue, and presentation of program quality related reports.
- Ensure QA/QC team reviews Consultant and Contractor quality reports.
- Establish, collate, and monitor performance measures based on program quality objectives.
- Support and approve preparation of Management Review presentation.
- Bring management failings or potential quality breaches to attention of leadership.
