Position Overview

1. Quality Management System Development

• In accordance with the UAE Building Code, ISO 9001 Quality Management System, and project tender specifications, lead the preparation of the project-specific Quality Plan, Inspection and Test Plan (ITP), and quality management procedures.
• Define quality control checkpoints, acceptance criteria, and responsibilities for each stage of the project, and organize review sessions with relevant stakeholders to ensure proper implementation.

2. Construction Quality Supervision

• Supervise construction quality throughout the project lifecycle, with particular focus on critical construction phases, including foundations and substructures, main structural works, MEP installation, and architectural finishing works.
• Conduct strict inspection and acceptance of incoming materials, building components, and prefabricated elements, verifying product quality certificates, certificates of origin, and third-party testing reports recognized by Dubai authorities.
• Ensure that non-compliant or substandard materials are strictly prohibited from being used in construction.

3. Quality Inspection and Acceptance Management

• Organize and conduct routine quality inspections, specialized quality audits, and concealed works inspections.
• Document inspection results, issue corrective action notices, and track responsible parties to ensure full implementation of corrective measures and closure of issues.
• Lead the acceptance process for sub-project works, sectional works, pre-completion inspections, and final project completion acceptance, coordinating with project owners, supervision consultants, and Dubai municipal authorities to complete the required inspection procedures.

4. Quality Incident Investigation and Improvement

• Lead investigations into quality incidents and non-conformance cases, utilizing analytical methods such as Root Cause Analysis (RCA) to identify underlying causes.
• Develop targeted corrective and preventive actions, supervise their implementation, and verify effectiveness.
• Update the quality management system accordingly to prevent recurrence of similar issues.

5. Quality Team Management

• Establish and manage the project quality management team, clearly defining the responsibilities and performance standards for Quality Engineers and Quality Inspectors.
• Organize technical training and regulatory briefings related to local UAE construction standards to enhance the team’s professional competence.
• Coordinate communication and collaboration with construction teams, subcontractors, and supervision consultants to align quality objectives and ensure consistent quality standards across all stakeholders.

6. Regulatory Compliance and Government Coordination

• Ensure strict compliance with Dubai construction quality regulations and statutory requirements.
• Submit quality-related documentation to local authorities, such as Dubai Municipality, as required.
• Cooperate with government quality inspections and regulatory audits to ensure the project remains fully compliant with local laws and construction standards, preventing work stoppages or penalties due to non-compliance.

7. Quality Documentation Management

• Establish and maintain a comprehensive quality documentation management system, standardizing the preparation, archiving, and retention of documents such as inspection records, acceptance reports, testing reports, and corrective action notices.
• Ensure all documentation is complete, accurate, and fully traceable, meeting project handover requirements and supporting future operation and maintenance documentation needs.

8. Quality Data Analysis and Continuous Improvement

• Conduct regular quality data collection and analysis, applying quality management tools such as PDCA cycle, histograms, and control charts to identify weaknesses in the quality management system.
• Propose continuous improvement initiatives and oversee their implementation to gradually enhance project quality management performance and construction quality stability.

1. Educational Background

• Bachelor’s degree or above in Civil Engineering, Construction Management, Quality Management, or a related discipline.
• Candidates holding engineering degrees recognized by UAE authorities are preferred.

1. Professional Experience

• Minimum 8 years of experience in construction quality management, including at least 3 years working on large-scale projects in the Middle East (particularly Dubai).
• Experience in quality management for large commercial buildings, residential complexes, or infrastructure projects is required.
• Experience in landmark or high-profile construction projects will be considered a strong advantage.

1. Professional Certifications

• Internationally recognized quality management certifications such as:
• CQI & IRCA Registered Auditor (ISO 9001)
• PMP (Project Management Professional) certification issued by the Project Management Institute (PMI)
• Possession of UAE local engineering registration is preferred, such as:
• Professional Engineer certification issued by the UAE Ministry of Infrastructure Development
• Quality management certification recognized by Dubai Municipality.

1. Professional Knowledge

• Strong knowledge of UAE construction regulations, technical specifications, and quality acceptance standards.
• Familiarity with international quality management systems (ISO 9001), construction methodologies, and performance characteristics of various building materials.
• Knowledge of LEED green building certification and the application of BIM technology in quality management is considered an advantage.

• Fluent English and Chinese in speaking, reading, and writing, with the ability to use English as a working language for business communication, technical documentation, and professional meetings.
• Knowledge of Arabic language communication and technical terminology is preferred to facilitate interaction with local authorities and subcontractors.

• Attention to Detail: Highly detail-oriented with strict standards for each aspect of quality management; Ability to identify potential quality risks during construction and ensure compliance with established quality standards.
• Resilience and Stress Management: Ability to adapt to the fast-paced and demanding environment of the Dubai construction industry, maintaining efficiency and composure during accelerated project schedules or unexpected quality issues.
• Continuous Learning Ability: Strong learning capability with the ability to stay updated on changes in UAE construction regulations and emerging international quality management practices, continuously improving professional expertise.

Preferred Qualifications

• Candidates with the following experience will be given priority consideration:
• Experience in full-cycle quality management of landmark construction projects in Dubai, such as super high-rise buildings, large shopping malls, or hotel complexes.
• Holding LEED AP (Leadership in Energy and Environmental Design Accredited Professional) certification with experience in green building project quality management.
• Familiarity with BIM applications in quality management, including quality simulation, clash detection, and quality issue tracking.
• Experience collaborating with Dubai Municipality, project owners, and internationally recognized supervision consultants, with strong understanding of local project management procedures and cultural practices.
