1. Construction Production Management

• Take full responsibility for the construction production management of ongoing projects in Dubai. Develop and refine annual, quarterly, and monthly construction execution plans based on overall project objectives, ensuring the plans are both practical and executable.
• Monitor implementation of construction schedules, proactively identify delays, and implement corrective measures to ensure project milestones and contractual delivery deadlines are achieved.

2. Resource Coordination and Stakeholder Management

• Coordinate internal and external project resources, including design consultants, supervision consultants, subcontractors, suppliers, and Dubai municipal authorities.
• Address issues arising during project execution such as cross-discipline work conflicts, design changes, and construction material supply coordination, while establishing an efficient communication and collaboration framework.

3. Quality and Safety Management

• Ensure strict adherence to UAE and Dubai construction regulations, industry standards, and FIDIC contract conditions.
• Develop and implement detailed quality control procedures and safety operation protocols.
• Conduct regular quality inspections and safety audits, identify non-compliance or quality deficiencies, issue corrective actions, and ensure full closure of issues to prevent major safety incidents or quality failures.

4. Site Team and Subcontractor Management

• Manage the on-site construction team and subcontractor workforce, including workforce scheduling, training, and performance evaluation.
• Clearly define responsibilities across project roles to enhance team efficiency and collaboration.
• Monitor subcontractor performance, construction methods, and workforce compliance to ensure work is executed in accordance with project standards and contractual requirements.

5. Cost Control and Construction Optimization

• Participate in project cost control initiatives, optimizing construction methodologies to reduce production costs.
• Review site instructions, variation orders, and associated cost implications, while monitoring the efficient use of materials and equipment to minimize waste.
• Work closely with the cost control team to complete periodic cost analysis and reporting.

6. Construction Documentation and Compliance

• Manage the organization and archiving of construction documentation, including site logs, progress reports, quality inspection records, and safety briefing documents.
• Ensure documentation is complete, compliant, and aligned with Dubai Municipality inspection and acceptance requirements.

7. Emergency and Risk Response

• Respond to unexpected project situations such as extreme weather conditions, material shortages, or labor disputes.
• Develop contingency plans and implement rapid response measures to minimize disruption to construction production.
• Report incidents, mitigation actions, and outcomes promptly to the project management leadership team.

1. Educational Background

• Bachelor’s degree or above in Civil Engineering, Construction Engineering Management, or a related discipline.
• Candidates holding internationally recognized professional certifications such as PMP or CIOB, or Chinese First-Class / Second-Class Constructor Certification, are preferred.
• Possession of UAE or Dubai construction industry professional licenses is preferred, or the ability to quickly obtain such certification through local qualification processes.

2. Professional Experience

• Minimum 10 years of experience in construction project management, including at least 5 years serving as Construction Production Manager or equivalent role.
• Extensive experience managing the full lifecycle construction of building projects, commercial complexes, or infrastructure developments.
• Experience working on construction projects in the Middle East (particularly Dubai) is strongly preferred, with familiarity in Dubai Municipality approval procedures, local construction material markets, and regional labor management practices.
• Proven experience leading large international project teams, preferably overseeing projects exceeding 100,000 square meters in size or contract values above USD 100 million.

3. Technical Skills

• Strong understanding of FIDIC contract conditions and Dubai construction regulations, including Dubai Municipality Building Codes.
• Proficient in project management software such as Primavera P6 and MS Project for schedule planning and progress tracking.
• Familiarity with engineering design tools such as AutoCAD and Revit, with the ability to read and interpret complex construction drawings and technical documentation.
• Strong cost management capabilities, including the ability to optimize construction methodologies and resource allocation to control production costs.
• Familiar with variation order management and construction claim cost evaluation processes.
• Knowledge of modern safety management systems such as OHSAS 18001, with experience in developing site safety procedures and handling safety incidents.

4. Language Requirements

• Fluent English and Chinese in speaking, reading, and writing, with the ability to use English as the working language for business negotiations, technical documentation, and cross-cultural team communication.
• Basic Arabic language skills are preferred to facilitate coordination with local government authorities and labor teams.

• Strong leadership and team management capabilities, with the ability to motivate teams and coordinate employees from diverse cultural backgrounds.

6. Additional Requirements

• Valid international or local safety training certification, such as NEBOSH or OSHA.
• Ability to adapt to the working and living environment in Dubai, with willingness to work long-term overseas and no adverse immigration or travel records.
• Good physical health and fitness to handle the demanding nature of on-site construction work, with strong physical and psychological resilience.
