Responsibilities
- Review annual Quality Plans submitted by Framework Contractors and ensure compliance with policies and standards
- Monitor contractor quality performance and recommend improvements
- Conduct inspections of contractor work activities to verify compliance
- Review Inspection and Test Plans (ITPs) and monitor their implementation
- Identify gaps, non conformities, and ensure corrective actions are taken
- Support DNO&M Internal Audits and conduct Second Party Audits of Framework Contractors
- Review QA/QC reports, inspection records, and Non Conformance Reports (NCRs)
- Coordinate with contractors to resolve Technical Queries, Concession Requests, and NCRs
- Ensure all quality activities comply with Health, Safety, and Environmental requirements
Requirements
- Bachelor's Degree in Engineering or a related discipline
- Minimum 10 years of relevant professional experience in Quality Assurance and Quality Control
- Proven experience in implementing, maintaining, and auditing Quality Management Systems in accordance with ISO 9001 and ISO 50001
- Experience working in a multidisciplinary organization, preferably within the Middle East
- Strong understanding of quality management methodologies, auditing techniques, and continuous improvement practices
- Extensive knowledge of Health, Safety, and Environmental policies, procedures, and regulations
- Physically fit to enter and work in confined spaces
- Degree obtained from North America, Western Europe, or Australia is preferred
- Chartered Membership in a relevant professional body is preferred

Job Summary
- We are seeking an experienced Quality Assurance & Control Engineer to oversee and ensure compliance with quality management systems, contractual requirements, and industry standards across drainage network operations and maintenance activities.
- The successful candidate will be responsible for auditing, inspections, quality monitoring, contractor performance evaluation, and continuous improvement initiatives to ensure the highest levels of service quality and operational excellence.
Key Responsibilities
- Review annual Quality Plans submitted by Framework Contractors and ensure compliance with organizational policies, procedures, standards, and contractual requirements.
- Monitor contractor quality performance and recommend improvements to enhance service delivery and operational efficiency.
- Ensure adherence to all applicable quality standards and regulatory requirements.
- Conduct inspections of Framework Contractor work activities to verify compliance with quality requirements and contractual obligations.
- Review Inspection and Test Plans (ITPs) submitted by Framework Contractors and monitor their effective implementation.
- Identify gaps, non conformities, and development requirements, and ensure appropriate corrective actions are taken.
- Support DNO&M Internal Audits and conduct Second Party (Business As Usual) Audits of Framework Contractors.
- Review QA/QC reports, inspection records, observations, and Non Conformance Reports (NCRs) submitted by contractors.
- Monitor corrective and preventive actions arising from audit findings and NCRs.
- Promote best practices and continuous improvement initiatives to strengthen quality performance across operations.
- Coordinate with Framework Contractors to ensure timely closure and resolution of Technical Queries (TQs), Concession Requests (CRs), and Non Conformance Reports (NCRs).
- Provide guidance and support to contractors and stakeholders regarding quality related matters within DNO&M Catchment Zones.
Qualifications & Requirements
- Bachelor's Degree in Engineering or a related discipline.
- Degree obtained from North America, Western Europe, or Australia is preferred.
- Chartered Membership in a relevant professional body (e.g., Chartered QA/QC Engineer) is preferred and will be considered an advantage.
- Minimum 10 years of relevant professional experience in Quality Assurance and Quality Control.
- Proven experience in implementing, maintaining, and auditing Quality Management Systems in accordance with ISO 9001 and ISO 50001.
- Experience working in a multidisciplinary organization, preferably within the Middle East.
- Strong understanding of quality management methodologies, auditing techniques, and continuous improvement practices.
- Extensive knowledge of Health, Safety, and Environmental policies, procedures, and regulations.
- Physically fit to enter and work in confined spaces and capable of undertaking the required competency assessments.
