Purchase Officer

Job Purpose

Procurement Responsibilities

• Review material requests and procure specialized telecommunications infrastructure materials and site equipment.
• Manage vendors, suppliers, manufacturers, logistics providers, and subcontractors.
• Prepare quotation and tender comparisons and evaluate cost, quality, delivery, compliance, and payment terms.
• Negotiate supplier prices, payment terms, delivery conditions, contracts, and subcontract agreements.
• Issue purchase and service orders through ERP systems and maintain accurate procurement and payment records.
• Coordinate with finance teams to comply with policies, budgets, and payment procedures.
• Track production, deliveries, warehouses, and project sites to prevent excavation, installation, and implementation delays.
• Manage subcontractor progress, deliverables, invoices, and financial claims.
• Monitor procurement costs and support cost reduction without compromising quality, safety, or technical requirements.
• Analyze logistics markets and optimize freight and transportation costs.

International Procurement

• Manage imports and international shipping with overseas telecommunications manufacturers and suppliers.
• Coordinate maritime, air, and land freight operations for timely delivery of imported materials.
• Follow up on customs clearance and prepare certificates of origin, commercial invoices, packing lists, and shipping documents.
• Ensure imported materials comply with Saudi standards, SASO requirements, and telecommunications regulations.
• Coordinate letters of credit, international transfers, and foreign supplier payments with Finance.
• Apply approved trade terms including FOB, CIF, and other relevant Incoterms.
• Plan international procurement requirements early to reduce shipping and supply-chain delays.

• Telecommunications infrastructure materials, international procurement, ERP purchasing, supplier management, subcontractor management, freight coordination, customs documentation, SASO, and Incoterms.

Requirements

• Experience procuring telecommunications infrastructure materials, equipment, services, or subcontracted works.
• Ability to evaluate supplier offers using cost, quality, delivery time, technical compliance, payment terms, and project requirements.
• Ability to negotiate supplier prices, payment terms, delivery conditions, vendor contracts, and subcontract agreements.
• Experience issuing purchase and service orders through an ERP system such as Microsoft Dynamics, SAP, Oracle, or Odoo.
• Knowledge of international shipping, customs clearance, import documentation, and freight operations.
• Knowledge of Saudi standards, SASO requirements, and applicable telecommunications regulations.
• Experience coordinating letters of credit, international transfers, or foreign supplier payments.
• Knowledge of Incoterms such as FOB and CIF.
