Context
As SYSTRA continues to grow as a business in Saudi Arabia, we are looking for a
Proposal Engineer
to manage EOI/PQQ/Bid processes from start to finish in accordance with the Bid Management Procedure for SYSTRA KSA.
Based in the Riyadh office, the Proposal Engineer shall contribute to the delivery of high-quality proposals with the goal to win work.
Missions And Main Duties
- Conduct analysis of requirements based on client EOI/PQQ/RFP documents and knowledge of project/client in collaboration with Business Line Director
- Manage preparation of documentation for Go/No Go meeting with Business Line Director
- Add opportunities to Bview and organize set up of required folders for documentation
- Manage and conduct the proposal Kick-off Meeting with assistance from Business Line Director, in accordance with SYSTRA guidelines and Bid Management Procedure
- Discuss with Business Line Director and all relevant stakeholders to determine win themes
- Review, understand and extract requirements for proposal responses based on the RFP and create and manage the proposal responsibility matrix as a live document
- Coordinate due diligence process for new clients/sub-consultants/JV partners
- Create and manage the Bid Schedule and proactively ensure content and deliverables are achieved by the required deadlines by clearly communicating requirements and deadlines to all contributors
- Conduct and attend check-in/progress meetings/workshops with bid contributors as/if needed
- Manage bid progress and escalate any issues to Business Line Director for prompt resolution
- Coordinate with other members of proposal team and all internal/external bid stakeholders to ensure all proposal deliverables are completed to a high standard and all communication is clear and timely
- Manage the development of the proposal fee schedule/s in line with internal and client requirements, in collaboration with BLP/ITS and/or local and international teams, for review by Finance Director and Business Line Director
- Coordinate and interface with JV partner/sub-consultant bid team/other SYSTRA offices for comprehensive proposal inputs in line with RFP requirements
- Coordinate requirements with Graphic Designers for proposal layout/diagrams, etc.
- Manage meetings and provide documentation for CDOs/CDEs in collaboration with Business Line Director
- Manage all internal final bid review processes
- Oversee the proposal graphic elements to ensure alignment with the SYSTRA brand
- Oversee and contribute to the preparation of proposal sections, as needed
- Critically assess, review and edit proposal content to ensure quality, consistency in format and terminology, prevent omissions, and identify contradictions and inaccuracies
- Perform and oversee the final quality check to ensure consistency and compliance with the RFP, prevent omissions, and identify contradictions and inaccuracies.
- Assist with the maintenance of global and local content management databases to ensure that accurate, up-to-date information is readily available for efficient development of proposals
- Successfully juggle multiple tasks and priorities, marrying short timeframes with high-quality work
Profile And Skills
- Bachelor’s Degree in engineering
- Fluent in English with strong written and oral communication, organizational, and interpersonal skills.
- Proficiency in Arabic language is an advantage.
- At least 5 years of relevant experience, preferably in the same industry.
- Ability to pay close attention to detail.
- Strong team working capabilities.
- Demonstrated proficiency in keyboard skills and a working knowledge of MS Windows and related software for desktop publishing, graphics, word processing, spreadsheets, database management, and client presentations is required.
- Intermediate to Advanced level skills in Excel are preferred
- A proactive approach, working effectively in coordinating activities and complex tasks, taking professional responsibility in all matters.
- Consistent attendance/timekeeping at the office in accordance with official hours of working is required
- A flexible approach to working with occasional evening and weekend work, if required to meet deadlines
- Previous and/or current experience in KSA is preferred.
