- Act as the primary representative with clients, contractors, consultants, and government authorities
- Lead the delivery of large scale infrastructure projects, with a focus on roads, utilities, and associated works
- Oversee project execution plans, including health & safety, quality assurance/control, and risk management frameworks
- Manage and direct multidisciplinary teams, ensuring optimal resource allocation and performance
- Monitor project progress, budgets, schedules, and KPIs to ensure successful delivery
- Identify and mitigate risks, delays, and cost overruns through proactive planning and corrective actions
- Lead commercial discussions, including scope changes, claims, and variations
- Ensure full compliance with local regulations, standards, and client requirements
- Provide regular reporting to senior stakeholders on project status, key milestones, and critical issues
- Support stakeholder engagement and maintain strong relationships with all project parties
- Drive continuous improvement, innovation, and best practices across project delivery
Requirements
- Bachelor's degree in Engineering or a related technical discipline
- Minimum 20+ years of experience in infrastructure project delivery, with a strong emphasis on construction
- Proven track record delivering large scale roads and utilities projects
- Extensive experience managing large, multidisciplinary engineering and construction teams
- Mandatory Middle East experience
- In depth knowledge of infrastructure standards and regulations
- Professional Engineer (PE) certification or equivalent is an advantage
- Experience working with major developers or government entities in the UAE
- Strong familiarity with Abu Dhabi authorities, approval processes, and regulatory frameworks
- Experience in PMC, client side, or developer side roles

Job Description
- Parsons is supporting a leading master developer in the UAE in the appointment of a Project Director to lead the delivery of major infrastructure works, with a strong focus on roads and utilities, within large scale construction programs.
- The Project Director will oversee the full lifecycle of infrastructure projects, acting as the primary point of contact for clients, consultants, contractors, and regulatory authorities.
