About the Role
OilExec International seeks a Project Director to lead and direct Qatar's projects and engineering functions. The role involves strategy formulation, project management, and leadership to ensure projects meet quality, cost, and technical standards.

Responsibilities
- Participate in the development and refinement of Qatar's overall vision and strategy as a member of the executive management team
- Formulate and direct the implementation of the divisional strategy in line with Qatar's vision, mission, and corporate objectives
- Provide overall direction for the effective achievement of corporate objectives through effective leadership and team management
- Provide early expertise to the business development process on technical and project delivery issues
- Direct the planning, organizing, management and control of various projects to meet agreed parameters, standards and objectives
- Develop relationships with key third party engineering contractors to ensure timely and cost effective engineering work
- Direct the ongoing review of the physical condition of all Qatar physical assets
- Direct the preparation and consolidation of the Projects divisional budget and monitor financial performance
- Direct the development and oversee the implementation of divisional policies, systems, processes, procedures, and controls
- Direct and guide the management of change within Projects department through continuous improvement
- Ensure all divisional reports are completed timely and comply with policies and standards
- Ensure all relevant quality, health, safety and environmental procedures are adhered to
Requirements
- Bachelor's degree in an Engineering discipline
- 12 years of experience in utilities industry or large scale project management environment in GCC
- At least 8 years on managerial roles
- Proficiency in English and Arabic
- Excellent communication and inter personal skills
- Excellent negotiation skills
- Excellent analytical thinking and problem solving skills
- Expert knowledge of financial planning and capital management
- Expert knowledge of large scale project management concepts and techniques
- Master's degree is preferred

Job Purpose
- To lead and direct Qatar's projects and engineering functions to ensure all projects and engineering work is carried out according to prescribed quality, cost limits, and technical support to large capital initiatives.
Key Accountabilities
- Participate in the development and refinement of Qatar’s overall vision and strategy as a member of the executive management team.
- Formulate and direct the implementation of the divisional strategy in line with Qatar’s vision, mission, and corporate objectives.
- Ensure overall business strategy is translated into annual operational business plans for the Commercial division.
- Provide overall direction for effective achievement of corporate objectives through leadership, setting objectives, managing performance, developing and motivating team.
- Collaborate with CXO community to synergize efforts across Qatar for strategic objectives.
- Provide early expertise to business development process on technical and project delivery issues.
- Provide overall direction in planning, organizing, management and control of various projects.
- Direct infrastructure design of projects to capture company theme and vision.
- Direct technical studies and evaluations to determine financial and technical feasibility of business expansion.
- Develop relationships with key third party engineering contractors.
- Identify and develop relationships with partners for architectural/design/project management/cost consultancy and construction services.
- Direct ongoing review of physical condition of all Qatar physical assets.
Qualifications, Experience & Skills
- Bachelor’s degree in an Engineering discipline from a recognized university.
- Master’s degree is preferred.
- 12 years of experience in utilities industry or large scale project management environment in GCC, with at least 8 years on managerial roles.
- Proficiency in English and Arabic.
- Excellent communication and inter personal skills.
- Excellent negotiation skills.
- Excellent analytical thinking and problem solving skills.
- Expert knowledge of financial planning and capital management.
