About the Role
Parsons Corporation seeks a Project Director in Abu Dhabi to lead a PMO/PMC program for wastewater and water utility infrastructure. The role provides overall leadership, governance, and client interface, managing multidisciplinary teams and ensuring delivery within scope, budget, and schedule.

- Act as Company's primary representative to the Client throughout PMO/PMC program execution
- Provide overall leadership, direction, and governance of all technical, commercial, financial, and operational aspects
- Lead development and implementation of Project Execution Plan, H&S Plan, QA/QC Plan, risk management framework
- Establish program objectives, execution strategies, budgets, schedules, resource plans, and performance metrics
- Direct and coordinate multidisciplinary project teams
- Lead recruitment, development, performance management, and succession planning of key project personnel
- Serve as primary interface between Client, contractors, consultants, and site supervision teams
- Lead project controls including integrated scheduling, progress reporting, document management, risk management, and change management
- Ensure effective contract administration including management of change orders and commercial matters
- Promote culture of technical excellence, quality, safety, continuous improvement, and operational efficiency
- Support business growth by identifying, attracting, and retaining top talent
Requirements
- Bachelor's degree in Engineering (Civil, Mechanical, Electrical, or related)
- Minimum 20 years of progressive experience managing utility programs, PMO/PMC assignments, or large scale infrastructure projects
- Significant experience in wastewater and water utility systems in the UAE/GCC
- Comprehensive knowledge of utility infrastructure including wastewater collection, treatment, water transmission, distribution, and asset management
- Demonstrated success managing large, multidisciplinary utility programs with responsibility for budgets, schedules, risk management, and resource planning
- Strong understanding of utility regulations, industry standards, permitting requirements, and compliance obligations
- Extensive knowledge of PMO/PMC methodologies, engineering design, procurement, construction management, contract administration
- Excellent leadership, communication, negotiation, and stakeholder management skills
- Strong commercial acumen with ability to manage contractual matters, change management, claims avoidance, and project governance
