Role overview

Support the successful planning, commercial control, and delivery of a project in Riyadh.

This temporary freelance assignment combines project planning and scheduling with quantity surveying, cost control, and commercial responsibilities.

The assignment runs from as soon as possible through the end of May 2027.

Project planning and scheduling

  • Develop project plans, Work Breakdown Structures, activity lists, schedules, milestones, and resource plans.
  • Create, update, and maintain schedules using Primavera P6 and/or Microsoft Project.
  • Identify critical paths, dependencies, bottlenecks, and schedule risks and develop mitigation measures.
  • Monitor progress against schedules and KPIs and provide progress forecasts.
  • Coordinate manpower, equipment, materials, suppliers, and subcontractor resource requirements.
  • Prepare progress reports, look-ahead schedules, dashboards, risk registers, and project controls documentation.
  • Support Extension of Time claims, including Impacted as Planned and Time Impact Analysis.

Cost and commercial control

  • Prepare and support cost estimates, budgets, Bills of Quantities, scope breakdowns, and structured work packages.
  • Support tendering and procurement through tender packages and RFQs for subcontractors and suppliers.
  • Review supplier and subcontractor quotations and support commercial evaluation.
  • Track project costs and commitments against approved budgets and provide cost reports and forecasts.
  • Monitor the relationship between progress, programme, resource utilisation, and cost performance.
  • Support value engineering to align budgets with design, technical, and operational requirements.
  • Assist with variations, change orders, claims, and other commercial adjustments.
  • Maintain records supporting cost, schedule, and contractual reporting.

Project controls and collaboration

  • Work with project managers and multidisciplinary teams to align programme, progress, resources, cost, and commercial performance.
  • Communicate project status, risks, delays, cost implications, and forecasts to relevant stakeholders.
  • Collaborate with clients, consultants, contractors, suppliers, and internal teams.
  • Support project reviews with accurate data and analysis for decision-making.
  • Analyse project performance and lessons learned to improve planning, cost control, reporting, and delivery processes.

Experience and project background

  • Around 5 years of relevant experience in project controls, planning engineering, cost control, quantity surveying, or a similar role.
  • Experience in construction, interior fit-out, AVL, exhibition construction, permanent installations, MEP, infrastructure, media technology, system integration, or similar environments.
  • UAE and/or KSA project experience and regional market knowledge would be highly beneficial.

Education and technical qualifications

  • A bachelor's degree in Engineering, Construction Management, Quantity Surveying, or a related discipline is preferred.
  • Strong proficiency in Primavera P6 and/or Microsoft Project is required.
  • Good understanding of project costing, budgeting, BoQs, tendering, procurement, variations, and commercial management is required.
  • Strong knowledge of progress measurement, forecasting, critical path analysis, and schedule risk management is required.
  • Advanced MS Excel skills and strong proficiency across Microsoft Office are required.
  • PMP, Certified Planning Engineer, or another relevant professional certification would be an advantage.

Professional capabilities

  • Strong numerical, analytical, and problem-solving skills with excellent attention to detail.
  • Excellent communication and stakeholder-management skills across multidisciplinary and international teams.
  • Ability to work independently within a freelance or contract-based assignment and adapt quickly to fast-paced project environments.

Assignment terms

  • This is a temporary freelance role for the stated assignment duration.
  • Candidates must have documentation, permits, and/or visas in place to work legally in Saudi Arabia for the assignment duration.
