Role Overview
Lead, develop, implement, and manage all Project Controls activities for ADNOC Offshore projects throughout the project lifecycle.
The role is based at the Client's Office or Contractor's Office in Abu Dhabi and supports cost, schedule, risk, progress, quality, safety, and operational-readiness objectives.
Project Controls Leadership
- Lead the Project Controls team, including Planning Engineers, Cost Engineers, Risk Specialists, and Reporting Engineers.
- Develop procedures, systems, reporting requirements, and governance while providing professional guidance to project teams.
Planning, Cost, and Progress
- Maintain integrated engineering, procurement, construction, commissioning, and start-up schedules and review EPC contractor baseline schedules and updates.
- Monitor milestones, critical paths, schedule indicators, delays, and recovery plans.
- Monitor budgets, commitments, expenditures, forecasts, variances, final costs, and cash flow requirements.
- Implement progress measurement, validate discipline progress, apply KPIs and Earned Value Management, and monitor productivity and contractor performance.
Risk, Change, and Reporting
- Lead risk workshops and assessments, maintain risk registers and mitigation plans, monitor exposure, and report emerging project risks.
- Administer change management, evaluate schedule and cost impacts, and monitor variation orders and change requests.
- Prepare weekly and monthly performance reports, executive dashboards, KPI reports, and project analyses for management and stakeholders.
Contractor and Stakeholder Management
- Review contractor planning, scheduling, and reporting deliverables and monitor compliance with contractual reporting obligations.
- Support contractor claims and extension-of-time evaluations, conduct performance reviews and audits, and recommend corrective actions.
- Coordinate with ADNOC Offshore, PMC, EPC contractors, vendors, and other stakeholders across project functions.
Education and Experience
- A bachelor's degree in Engineering is required; a master's degree in engineering, project management, business administration, or a related discipline is preferred.
- At least 15 to 20 years of experience in oil and gas, petrochemical, energy, or major capital projects is required.
- At least 10 years of project controls leadership experience on large EPC or EPCI projects is required.
- Offshore oil and gas project controls experience and experience on projects exceeding USD 500 million are required.
Preferred Experience and Certifications
- ADNOC Offshore, offshore facilities, gas processing and compression, Greenfield EPC/EPCI, PMC consultancy, and Middle East project experience are preferred.
- PMP, CCP, PSP, PMI-SP, PMI-RMP, or AACE International certification is preferred.
Systems and Competencies
- Project controls competencies include planning, scheduling, cost engineering, cost control, progress measurement, EVM, forecasting, risk, change management, reporting, and benchmarking.
- Listed systems include Primavera P6, Primavera Risk Analysis, Oracle Primavera Unifier, EcoSys, SAP, Power BI, Microsoft Project, and advanced Microsoft Excel.
- Commercial competencies include EPC contract administration, claims support, extension-of-time evaluation, change orders, and commercial risk assessment.
- The role requires leadership, analytical, communication, negotiation, decision-making, commercial awareness, and stakeholder management skills.
