About the Role
Pearl Initiative seeks a Programme Manager to lead the Governance in MSMEs Programme in the GCC. You will design and execute programming, drive business development and fundraising, manage projects, and produce thought leadership.

Responsibilities
- Lead the design, development, and execution of the governance in MSMEs programme
- Develop and execute a business development and market stakeholders engagement strategy
- Manage an annual market engagement calendar
- Co define funding targets and explore new revenue streams
- Lead community building initiatives such as workshops, convenings, and networking events
- Represent the organisation at events and build relationships with potential partners
- Lead development of compelling proposals for funders and partners
- Manage design, execution, and timely delivery of collaborative projects
- Manage programme teams and third parties to ensure accountability and risk management
- Produce high quality original bilingual content (op eds, articles, white papers, etc.)
- Lead, mentor, and develop programme team members
- Co define impact metrics and KPIs, and prepare impact reports
Requirements
- Master's degree in Business Administration or related discipline
- At least 7 years of relevant experience in managing, coordinating, and executing programmes in academic institutions, think tanks, research centers, member based networks/councils, or non profit organisations
- Work experience with MSMEs, entrepreneurial ventures and/or start ups is highly desirable
- Demonstrated experience leading in business development, revenue generation, and/or fundraising for programmes
- Demonstrated ability to deliver programmes independently while managing relationships with multiple senior stakeholders
- Expertise in research, impact analysis, impact driven programme development, and curriculum design is highly desirable
- Strong verbal and written communication skills, and a portfolio of published writings is highly desirable
- Fluency in English is required
- Fluency in Arabic is required

Summary
- The Programme Manager will lead the design, development, and execution of Pearl Initiative’s Governance in MSMEs Programme in the GCC region.
Key Responsibilities
- Lead the design, development, and execution of the governance in MSMEs programme.
- Continuously innovate and enhance the programme offering.
- Develop and implement programme strategies addressing emerging trends.
- Collaborate with subject matter experts and partners.
- Identify synergies with other organisational initiatives.
- Co create a strategic communications strategy.
- Develop and execute a business development and market stakeholders engagement strategy.
- Manage an annual market engagement calendar.
- Co define funding targets and explore new revenue streams.
- Develop and lead community building initiatives.
- Represent the organisation at events.
- Lead development of compelling proposals.
Qualifications and Experience
- Master’s degree in Business Administration or related discipline.
- Additional certifications in project management, corporate governance, impact measurement, SME operations are highly desirable.
- At least 7 years of relevant experience in managing programmes in academic institutions, think tanks, research centers, member based networks/councils, or non profit organisations.
- Work experience with MSMEs, entrepreneurial ventures and/or start ups is highly desirable.
- Demonstrated experience in business development, revenue generation, and/or fundraising.
- Demonstrated ability to deliver programmes independently while managing relationships with multiple senior stakeholders.
