Program Manager – Digitalization Programs, Middle East Region

Role Overview

Core Responsibilities

• Own end-to-end program delivery, including scope, schedule, budget, quality, risk, customer satisfaction, revenue, and gross margin.
• Establish governance through steering committees, executive reviews, dashboards, escalation paths, risk registers, action tracking, and decision logs.
• Lead cross-functional teams across technical, commercial, legal, finance, services, and partner organizations.
• Standardize lifecycle practices, phase gates, delivery cadences, documentation, and reporting across countries and customer sites.
• Translate customer objectives into outcomes, success measures, adoption plans, and value realization roadmaps.
• Manage forecasting, billing milestones, cash collection, change orders, financial reviews, and delivery risks.
• Act as the first management escalation point for strategic regional customers.
• Build and coach regional project and program management talent.

Required Qualifications

• 10–15 years of relevant experience in program management, project management, digital transformation, industrial automation, software delivery, or technology-enabled services.
• Experience managing complex, multi-country Middle East programs.
• Experience managing revenue, margin, cash, budgets, resource planning, forecasting, commercial risk, and customer commitments.
• Knowledge of program governance, project controls, change management, risk management, stakeholder communications, and executive reporting.
• Experience leading cross-functional teams in matrix organizations without direct authority.
• Excellent written and verbal English communication skills.
• Bachelor’s degree in Engineering, Computer Science, Information Technology, Business, or a related discipline.

Preferred Qualifications

• Experience across oil and gas, refining, petrochemicals, chemicals, utilities, energy, manufacturing, or infrastructure sectors.
• Arabic language capability.
• Advanced degree in business management, engineering management, digital transformation, or technology management.
• PMP, PgMP, PMI-ACP, Scrum, or equivalent project or program management certification.

• Strong understanding of industrial software, connected operations, data platforms, analytics, cloud-enabled solutions, system integration, cybersecurity, and operational technology.
• Strong customer-facing presence with senior executives, operational leaders, technical teams, and commercial stakeholders.
• Strong analytical, problem-solving, negotiation, influencing, and conflict-resolution skills.
• Ability to work with energy, resilience, ownership, and under pressure in a fast-paced regional environment.
