2 Job Purpose
The Program Delivery Director is responsible for end‑to‑end project and program management of large‑scale transformation initiatives across CIBG, IBG transformation portfolio.
The role provides centralized delivery leadership across business, functional, operational, and technology dimensions, ensuring disciplined planning, execution, governance, and control.
The incumbent is responsible for delivering complex corporate and digital banking solutions in line with approved scope, schedule, budget, and quality standards, while meeting internal and external stakeholder expectations.
The Program Director leads the planning, estimation, execution, and delivery of GTB and Transformation Office programs and projects, including demand management, budgeting, resourcing, risk management, and delivery governance.
The role ensures projects are executed on time, within budget, and to defined quality standards, with oversight of testing strategy and execution, quality and compliance controls, and post‑implementation production stability.
The incumbent works closely with business and technology leaders to align change initiatives with the Bank’s strategic objectives and to ensure stakeholder expectations are met.
As a member of the Mashreq Bank–wide Transformation Office, the role actively contributes to the continuous improvement of the Bank’s transformation, delivery, and project management capabilities.
The Digital Delivery Program Director will be part of the Mashreq bank wide Transformation Office and as such is expected to contribute to the continuous improvement of the Mashreq’s transformation capabilities.

4 Key Result Areas
Lead the program transformation office delivery Master Plan which has to incorporate all the initiatives defined as pillars of the CIBG/IBG portfolio, each Initiative should have a concrete Project Plan that will be part of the consolidated Transformation Project Plan.
Defining the milestones and necessary activities/tasks to be performed, proper allocation of resources and responsibilities, timelines, dependencies, critical paths and contingency actions for deviations.
Agreeing the master plan with stakeholders and presenting recommendations to the Steering Committee.
Should be able to coordinate the Plan executions including all steps of the process.
The steps to include the design, development, testing, roll out and stabilization.
Should be able to include activities that will complement the Transformation Program eg the building blocks of an Ecosystem
Should manage collaboration of the business case that will support the Program, its development and approval, also including Finance teams to provide the necessary funding.
Each activity should be tracked in line with budget approved.
Reporting is a critical activity that should be performed with the highest standards, should be accurate, timely and well organized.
Vendor Management: to be totally connected with all vendors participating in the program, coordinating their activities and outputs.
Should design the necessary project plans to engage customers in the process, following the defined customer journey initiative
Execute the Front to Back transformation initiatives, coordinating all the necessary areas of the Bank that should participate and contribute on it, including front, middle and back office Facilitate the necessary project plans to assure a proper and integral integration of the ongoing digital initiatives of the bank to assure consistency and to avoid duplication of efforts.
The role has a Global Scope, to properly coordinate the participation of all the countries where the Bank has decided to implement the solution.
Should take ownership of each Governance instance defined to conduct the Program, including Steering Committees, Project and Working ones, as well as all working meetings that includes internal and external people participating in each of the initiatives of the program
The Governance Management includes the organization of the sessions, identification of the representatives of each area involved in the project, the preparation of the documents/materials for each session, the animation, the minutes, the identification of the action items, the reporting of the progress, deviation and mitigated actions. Also post sessions each action defined has to be tracked.
Work closely with vendors to ensure solutions are technically compliant
Provide leadership and knowledge on agile implementation methodologies
Engage in Functional and technical solution design, build/integration, testing, deployment, and maintenance of end-to-end solutions which meet business needs
Engage and partner with the business to understand requirements, ensure alignment to the strategy, principles and reference architecture, and assist in shaping the solution to achieve this
Keep up-to-date on new technology, standards, protocols and tools in areas relevant to the rapidly changing digital environment
Provide solutions and technology leadership across a range of corporate banking technologies including, but not limited to, Mobile/Web Frameworks, Portals, Web Content Management and Collaboration Platforms
Manage program and stakeholders from various business and Operations functional areas.

Adhere to project management, information controls and security frameworks/procedures, including change and incident management process.
Provide general administrative support to the team, including, meetings, knowledge transfer and activity reporting.

Brief teams on important project, operational and organizational issues.

- Ensure that all initiatives and overall Titan Program is delivered based on plan and budget
- Ensure each area of the bank that should participate in the project is properly represented
- Ensure that Governance instances are properly conducted, decision making process is performed as expected and each member of the different instances is properly informed and takes the necessary decisions to move forward the initiatives.
- Ensure arbitration process is in place to define priorities
- Negotiate with 3rd parties toward the best outcome for the project and organization..
8 Knowledge, Skills and Experience
- More than 15 years of experience as PMO and concrete evidence of direct management of complex End-to-End systems implementations.
- Expert knowledge of new Digital Trends of the Market and concrete experience in the implementations of most of them
- Expert in Implementations techniques, including Waterfall and Agile, and tin the usage of PMO specific reporting and tracking tools
- Cross border team management experience.
- Strong business orientation, domain knowledge to comprehend user requirements.
