Product Engineering Program Manager

Role Overview

Employment and Location

• The role is full-time and based in Ottawa on-site.

Engineering Change Management

• Coordinate engineering change requests from initiation through implementation and closure.
• Review change requests, resolve gaps, coordinate technical reviews, maintain schedules, and monitor engineering change metrics.
• Plan and facilitate Change Control Board meetings and maintain decisions, risks, actions, ownership, records, and reporting.

Product Change Notifications

• Coordinate customer Product Change Notifications from initiation through customer approval and closure.
• Create and manage PxNs in Agile PLM and coordinate deliverables, schedules, meetings, action logs, minutes, and customer communications.

Technical Risk and Improvement

• Facilitate technical risk assessments and coordinate root cause analysis, corrective actions, preventive actions, and mitigation plans.
• Evaluate manufacturing, quality, supply chain, customer, schedule, and cost impacts of proposed changes.
• Develop metrics and dashboards, improve Agile workflows, reduce cycle times, and standardize change management practices.

Project Coordination

• Manage concurrent engineering change activities across multiple product lines and coordinate cross-functional schedules and priorities.
• Guide co-op students or project support resources and escalate risks affecting implementation schedules or product quality.

Education and Experience

• Bachelor's degree in a listed engineering discipline or an equivalent relevant combination of education and experience.
• 7+ years of experience in product engineering, manufacturing engineering, technical program management, engineering project management, quality engineering, or engineering operations.
• Experience coordinating cross-functional engineering projects and supporting manufacturing operations or contract manufacturers.

Required Qualifications

• Strong understanding of engineering change management and product lifecycle management.
• Technical knowledge of optical, electrical, or electromechanical products.
• Strong organizational, project management, communication, independent working, and follow-through skills.

Preferred Qualifications

• Optical networking product experience, Agile PLM experience, and administration of ECOs, CCRs, and PCNs/PxNs are preferred.
• Familiarity with FMEA, 8D, 5 Whys, CAPA, risk assessment, Oracle, Jira, Confluence, Tableau, or similar tools is preferred.
• Project Management or Lean Six Sigma certification is an asset.

Compensation and Benefits

• Salary range is CAD 90,000 to CAD 125,000, with final compensation based on experience, skills, and qualifications.
