- Lead and manage the Procurement Department and develop annual and project specific procurement strategies.
- Oversee the complete Procure to Pay (P2P) cycle including PR, RFQs, evaluations, purchase orders, and material delivery.
- Review and approve technical and commercial bid evaluations and supplier recommendations.
- Negotiate pricing, payment terms, delivery schedules, and commercial agreements with suppliers and subcontractors.
- Develop, maintain, and evaluate the Approved Vendor List (AVL) and supplier performance.
- Monitor Long Lead Items and implement mitigation plans to avoid project delays.
- Drive cost optimization initiatives while maintaining quality and compliance.
- Coordinate closely with Project Management, Technical Office, Contracts, Finance, Warehouse, and Site teams.
- Oversee procurement operations through ERP systems, preferably Odoo ERP.
- Ensure compliance with Saudi regulations including SABER, SASO, FASAH, Local Content, and Mostadam.
- Prepare procurement dashboards and management reports.
- Lead, mentor, and develop the procurement team.
Requirements
- Minimum 10 years of experience in Procurement and Supply Chain Management, preferably in construction
- Proven experience managing procurement for construction projects in Saudi Arabia
- Strong expertise in procuring MEP materials (Fire Fighting, HVAC, Plumbing, Electrical, etc.)
- Experience with supplier management, contract negotiations, and procurement planning
- Advanced proficiency in Microsoft Excel and ERP systems
- Excellent written and verbal communication skills in English
- Bachelor's degree in Engineering, Supply Chain Management, Business Administration, or related field

- The successful candidate will have extensive experience in construction procurement, supply chain management, and vendor management.

- Good knowledge of Civil and Architectural construction materials.
- Strong experience in supplier management, contract negotiations, procurement planning, and supply chain optimization.
- Experience working on government or mega construction projects is highly preferred.
- Advanced proficiency in Microsoft Excel, procurement reporting, and ERP systems.
- Excellent written and verbal communication skills in English.
- Strong leadership, decision making, analytical, and problem solving skills.
- Ability to manage multiple projects, priorities, and procurement teams in a fast paced environment.
Preferred Qualifications
- Bachelor's degree in Engineering, Supply Chain Management, Business Administration, or a related field.
- Professional certifications such as CIPS, CPSM, CSCP, PMP, MBA, Lean, or Six Sigma are considered a strong advantage.
