PMC Procurement Engineer / Specialist – Saudi National Only

Decima International is a professional services company providing project management and controls services to clients across the United States and the Middle East.
We are seeking a technically strong PMC Procurement Engineer / Specialist to support procurement and tendering activities on large-scale data center, mission-critical, and infrastructure programs.
The role sits within Decima’s Project Management Consultancy (PMC) teams, acting as the Owner’s onsite representative and supporting the Client’s procurement of equipment, materials, and subcontracted packages.
The successful candidate will support the full technical and commercial procurement cycle, including tender documentation, RFQ/RFP preparation, technical and commercial bid evaluation, and award recommendations, while coordinating closely with the Owner, designers, contractors, vendors, commercial teams, and project management teams.
RESPONSIBILITIES
- Support development and implementation of the project procurement strategy and procurement plan.
- Coordinate procurement of major equipment, materials, systems, and subcontracted packages.
- Distinguish and track Owner-Furnished Contractor-Installed (OFCI) and Contractor-Furnished Contractor-Installed (CFCI) scope.
- Prepare and review RFQs, RFPs, tender documentation, and procurement packages.
- Coordinate with engineering and design teams to ensure procurement packages comply with technical specifications and project requirements.
- Support technical and commercial bid evaluations and prepare comparison reports.
- Review vendor and contractor technical and commercial proposals.
- Support vendor prequalification, evaluation, selection, and negotiations.
- Prepare award recommendations for the Client’s approval.
- Perform expediting, delivery tracking, and Factory Acceptance Testing (FAT) coordination through to site.
- Monitor procurement schedules and long-lead equipment against the approved project schedule.
- Maintain long-lead equipment trackers covering procurement milestones, manufacturing, FAT, shipping, and site delivery.
- Coordinate delivery dates with contractors and vendors, ensuring alignment with site readiness, installation sequencing, and the project critical path.
- Facilitate periodic long-lead equipment coordination meetings and follow up on actions, risks, and logistics constraints.
- Track vendor submittals, technical approvals, manufacturing status, and delivery milestones.
- Align vendor submittal review and approval cycles with procurement schedules, installation sequencing, and commissioning stage gates.
- Monitor purchase orders and vendor performance.
- Support expediting of critical equipment and materials.
- Coordinate Factory Acceptance Testing and equipment inspections, including scheduling and witness attendance.
- Coordinate shipping, customs clearance, and site logistics with logistics providers and contractors.
- Identify procurement delays, supply-chain constraints, and risks and recommend mitigation actions.
- Coordinate with contractors, vendors, logistics teams, construction, commissioning, project controls, document control, and commercial teams.
- Participate in vendor meetings, progress reviews, and factory coordination meetings.
- Support procurement-related variations, change orders, and claims.
- Maintain procurement trackers, status reports, and supporting documentation within the project EDMS / PMIS.
- Prepare regular procurement progress reports highlighting risks, delays, critical items, and required actions.
- Coordinate handover of vendor documentation, including technical submittals, O&M manuals, warranties, and test certificates, into the project EDMS.
- Ensure vendor documentation is available for commissioning, handover, and project closeout.
- Escalate matters exceeding the PMC’s delegated authority to the Procurement / Tendering Lead and Project / Site Director.
- Ensure procurement activities comply with project procedures, contractual requirements, and applicable governance requirements.
- Handle sensitive commercial, pricing, and vendor information confidentially.
Required Qualifications
Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Supply Chain Management, Procurement, Construction Management, or a related discipline.
3–5 years of procurement experience on construction, infrastructure, or major engineering projects.
Experience procuring major equipment, materials, and long-lead packages.
Strong understanding of technical procurement and tendering processes.
Experience preparing and reviewing RFQs, RFPs, tender documentation, and procurement packages.
Experience conducting technical and commercial bid evaluations and preparing comparison reports.
Knowledge of vendor prequalification, evaluation, selection, and procurement recommendations.
Experience managing procurement schedules and long-lead equipment trackers.
Understanding of OFCI and CFCI procurement arrangements.
Experience with purchase order tracking, expediting, and vendor performance monitoring.
Knowledge of general procurement guidelines and relevant laws and regulations.
Knowledge of logistics and delivery coordination, including Incoterms, shipping, and customs clearance.
Experience coordinating Factory Acceptance Testing and equipment inspections.
Ability to read and interpret technical specifications, datasheets, and drawings.
Strong procurement reporting skills.
Good negotiation, communication, and stakeholder coordination skills.
Advanced Microsoft Excel skills and proficiency in Word and PowerPoint.
Experience with ERP or procurement systems such as SAP, Oracle, or equivalent.
Fluent written and spoken English, with the ability to draft clear technical and commercial correspondence.
Preferred Qualifications
Experience on data center, hyperscale, mission-critical, or industrial projects.
Experience procuring mission-critical long-lead equipment, including:
Switchgear
Transformers
Generators
UPS systems
Chillers
CRAH / CRAC units
BMS / EPMS systems
Experience within a PMC, consultant, or Owner’s Representative environment.
Knowledge of FIDIC or similar construction contracts.
Knowledge of KSA and wider GCC procurement practices and local vendor markets.
Understanding of Saudi local content requirements.
CIPS, CPSM, or equivalent procurement certification.
Experience with international suppliers, OEMs, and regional logistics providers.
Familiarity with electronic document management and project management information systems.
