Legal & Contracts Lead (PMC)

Role overview

Procurement and tendering

• Develop procurement strategies, package plans, tender schedules, bidder lists, and governance processes.
• Lead prequalification, capability assessments, RFQs, RFPs, tendering, bid evaluation, clarification meetings, negotiations, and award recommendations.
• Prepare scopes, pricing schedules, contract exhibits, clarification logs, tender addenda, comparison sheets, and evaluation reports.

Contract administration

• Administer EPC and major project contracts, including terms, payment mechanisms, warranties, liabilities, indemnities, and termination provisions.
• Maintain registers for notices, bonds, guarantees, insurance, payments, variations, claims, and key contractual dates.
• Lead notices, change orders, variations, claims, extension-of-time assessments, payment certification, and dispute avoidance.
• Lead close-out activities, including final accounts, warranties, securities, outstanding claims, and completion documentation.

Risk and reporting

• Track OFCI/CFCI responsibilities and long-lead equipment and chair related procurement coordination meetings.
• Identify and mitigate procurement, contractual, commercial, technical, delivery, and schedule risks.
• Prepare procurement, contracts, claims, variation, risk, dashboard, and executive reports for the Client's PMO.

Team leadership

• Lead and develop contract administrators, procurement engineers, and tendering support staff.
• Manage team resourcing, package allocation, quality review, technical development, and coordination with project and Client teams.

Required qualifications

• Bachelor's degree in Engineering, Construction Management, Law, or a related discipline.
• Twelve to fifteen years of procurement and contracts experience on major construction or infrastructure projects, including at least five years leading a related function.
• Strong EPC, FIDIC or equivalent, lump-sum contract, tendering, bid evaluation, contract administration, claims, variation, payment, and close-out experience.
• Experience managing contractors, suppliers, contractual securities, long-lead equipment, and procurement and contractual risks.
• Advanced Excel proficiency, strong Word, PowerPoint, and Outlook skills, and experience with SAP, Oracle, or equivalent systems.
• Fluent written and spoken English with the ability to communicate and defend contractual positions clearly.

Preferred qualifications

• Data center, mission-critical, PMC, or Owner's Representative experience is preferred.
• Professional accreditation such as CIPS, MRICS/RICS, PMP, AACE, or CIArb is preferred.
• Arabic capability, KSA procurement market knowledge, and experience with major hyperscale or government-linked clients are preferred.
