About the Role
The HSE Leader is seeking a Process Safety Specialist to provide expertise in process safety and risk management for a plant in Doha. The role involves ensuring compliance with OSHA PSM standards, facilitating PHAs and RCAs, and driving a culture of process safety excellence.

Responsibilities
- Champion process safety excellence culture at the facility
- Facilitate compliance with OSHA’s Process Safety Management requirements
- Steward the MOC/PSSR process
- Facilitate PHAs, LOPAs, QRAs, Facility Siting, and similar risk identification processes
- Lead and/or participate in RCAs
- Ensure Process Safety Information (PSI) documents are maintained
- Review all events for process safety impact
- Develop and track action plans for process safety deficiencies
- Compile, analyze, and interpret process safety KPIs
- Support implementation of equipment reliability programs
- Liaise with parent companies to implement new or revised process safety standards
- Lead facility siting processes
Requirements
- Bachelor’s degree in Chemical or Mechanical Engineering
- 5–7 years of relevant experience in the Oil & Gas industry
- Knowledge of OSHA Process Safety Management (PSM) Standard
- PHA Facilitation and HAZOP/LOPA principles
- RCA Facilitation
- English – proficient

Job Purpose / Objective
- Provide expertise, support, and consultation on process safety, risk management planning, and regulatory interpretation assistance to the plant, to achieve its goal of zero process safety incidents, incident free performance, and full compliance with OSHA’s Process Safety Management requirements, Op
Key Accountabilities Process Safety Management Execution
- Champion process safety excellence culture at the facility in line with Journey to Zero goal.
- Facilitate compliance with OSHA’s Process Safety Management requirements.
- Steward the MOC/PSSR process to ensure changes are effectively managed and documented.
- Facilitate PHAs, LOPAs, QRAs, Facility Siting, and similar risk identification, evaluation, and mitigation processes using appropriate methodologies as per regulatory and applicable standards.
- Lead and/or participate in RCAs to ensure root causes are identified and prevent recurrence.
- Ensure Process Safety Information (PSI) documents are maintained and kept up to date.
- Review all events for process safety impact and identify improvement opportunities.
- Develop and track action plans for process safety deficiencies using PSM metrics and reporting tools.
- Compile, analyze, and interpret process safety KPIs to support continuous improvement.
- Support implementation of equipment reliability programs across departments.
- Liaise with parent companies to implement new or revised process safety standards.
- Lead facility siting processes aligned with company and regulatory requirements.
OE & RC Compliance and Support
- Support implementation of Operational Excellence (OE) systems and Responsible Care® RC 14001 Environmental Management System.
- Identify OE/RC gaps and implement corrective and continuous improvement actions.
- Develop work practices that integrate OE/RC requirements into operations.
- Coordinate compliance assurance activities including audits, performance evaluations, and self assessments.
- Support use of Action Tracker and Compliance Tracker systems to ensure timely closure of gaps.
Training and Awareness
- Develop and deliver process safety training programs.
- Lead awareness initiatives including safety campaigns, alerts, lessons learned, and workshops.
- Provide technical advice and guidance on process safety compliance and risk based decision making.
Policies, Systems, Processes & Procedures
- Lead continuous improvement of departmental systems and procedures based on international best practices.
- Provide input to develop section level policies and procedures aligned with business requirements.
- Ensure consistent implementation of policies and standards across operations.
Quality, Health, Security, Safety and Environment (QHSSE)
- Ensure compliance with all regulatory and internal QHSSE requirements to maintain safe and high quality operations.
Reporting
- Prepare and contribute to timely and accurate reports in line with departmental standards and requirements.
Qatarization
- Contribute to the development of Qatari employees (applicable to expatriate staff only).
Qualifications & Experience Education
- Required: Bachelor’s degree in Chemical or Mechanical Engineering.
- Preferred: Master’s degree in Process Safety, Chemical, or Mechanical Engineering.
Experience
- Required: 5–7 years of relevant experience in the Oil & Gas industry.
- Preferred: Experience in the Petrochemicals industry.
