About the Role

Responsibilities
- Lead HSE engineering activities during project development and execution
- Develop and review project HSE philosophies, strategies, and technical safety requirements
- Ensure compliance with ADNOC HSE standards, UAE regulations, and international best practices
- Lead and facilitate HAZID, HAZOP, SIL, LOPA, Bow Tie Analysis, QRA, EIA, SIMOPS Reviews, and Emergency Response Studies
- Develop and review Fire & Gas Detection Philosophy, Fire Protection Philosophy, ESD Philosophy, Hazardous Area Classification Studies, EER Studies, and Safety Critical Elements Registers
- Support Concept, FEED, EPC, Brownfield Modification, and Offshore Operations projects
- Participate in HSE audits, technical reviews, and assurance assessments
- Mentor junior HSE engineers and specialists
Requirements
- Bachelor's Degree in Chemical Engineering, Mechanical Engineering, Environmental Engineering, Process Engineering, or related discipline
- Minimum 15 years of HSE engineering experience within the oil & gas industry
- At least 5 years in a Lead HSE / Technical Safety Engineering role
- Extensive offshore oil & gas project experience
- Proven experience in FEED, EPC, offshore commissioning, and operations support
- Experience with ADNOC Offshore projects or major international operators is highly preferred
- Professional HSE certifications such as NEBOSH International Diploma, NEBOSH Process Safety Management, Certified Functional Safety Engineer (CFSE), TÜV Functional Safety Certification, IOSH Managing Safely, Certified Safety Professional (CSP), or Certified Industrial Hygienist (CIH) are highly desirable

Job Purpose
- The Lead HSE Technical Engineer is responsible for providing technical HSE leadership and ensuring the effective implementation of health, safety, environmental, and process safety requirements for ADNOC Offshore projects and operations. The role supports Concept, FEED, Detailed Engineering, EPC, Co
Key Responsibilities
- Lead HSE engineering activities during project development and execution.
- Develop and review project HSE philosophies, strategies, and technical safety requirements.
- Ensure compliance with ADNOC HSE standards, UAE regulations, and international best practices.
- Provide technical guidance to engineering disciplines on safety and environmental requirements.
- Establish HSE engineering deliverables and ensure timely completion.
- Lead and facilitate HAZID, HAZOP, SIL, LOPA, Bow Tie Analysis, QRA, EIA, SIMOPS Reviews, and Emergency Response Studies.
- Ensure risks are properly identified, assessed, and mitigated.
- Monitor implementation of safety recommendations and closure of action items.
- Develop and review Fire & Gas Detection Philosophy, Fire Protection Philosophy, ESD Philosophy, Hazardous Area Classification Studies, EER Studies, and Safety Critical Elements Registers.
- Support process safety management and asset integrity initiatives.
- Ensure compliance with ADNOC process safety requirements.
- Ensure compliance with environmental legislation and ADNOC environmental standards.
Minimum Qualifications
- Bachelor's Degree in Chemical Engineering, Mechanical Engineering, Environmental Engineering, Process Engineering, or related discipline.
- Master's Degree in Safety Engineering, Risk Management, or HSE related discipline is an advantage.
- Professional HSE certifications are highly desirable.

Experience Requirements

- Proven experience in FEED, EPC, offshore commissioning, and operations support.
- Experience with ADNOC Offshore projects or major international operators is highly preferred.
- Strong exposure to offshore facilities, production platforms, gas processing facilities, and brownfield modifications.
