Responsibilities
- Lead multidisciplinary teams in the development and delivery of infrastructure advisory and transaction engagements
- Manage project development activities including feasibility studies, options assessments, business cases, market sounding exercises, and strategic evaluations
- Advise governments, infrastructure authorities, developers, and investors on project delivery models, PPP structures, procurement strategies, and commercial frameworks
- Support the structuring and execution of infrastructure transactions, including procurement processes, tender evaluations, negotiations, and contract development
- Manage complex stakeholder environments and engage effectively with government entities, private sector partners, investors, lenders, and advisors
- Lead project delivery to ensure technical excellence, commercial performance, quality outcomes, and client satisfaction
- Manage project budgets, schedules, resources, risks, and contractual obligations
- Support business development activities, including opportunity identification and proposal preparation
- Build and maintain strong client relationships and act as a trusted advisor to senior decision makers
- Support collaboration across Jacobs' global advisory network to leverage best practices and technical expertise
Requirements
- Bachelor's or Master's degree in Engineering, Economics, Finance, Business, Infrastructure Planning, or related discipline
- 8+ years of professional experience in infrastructure advisory, transaction advisory, project development, PPP advisory, project finance, or major capital project delivery
- Demonstrated experience leading complex consulting engagements and multidisciplinary project teams
- Experience developing business cases, feasibility studies, commercial assessments, and infrastructure delivery strategies
- Strong understanding of PPP frameworks, procurement approaches, commercial structures, and infrastructure project development processes
- Experience working with government entities, infrastructure authorities, developers, investors, lenders, or multilateral institutions
- Strong project management capabilities with experience managing budgets, schedules, and client relationships
- Excellent analytical, problem solving, report writing, and presentation skills

Here's what you'll need

Ideally, Here's What You'll Also Have
- Experience supporting PPP, privatization, or major infrastructure programs in the GCC and broader Middle East region.
- Experience across sectors such as transport, utilities, water, energy, healthcare, education, social infrastructure, or economic development.
- Familiarity with project finance principles and infrastructure investment frameworks.
- Experience advising ministries, government agencies, PPP units, sovereign entities, or infrastructure authorities.
- Ability and willingness to travel across the Middle East.
- A passion for solving complex infrastructure challenges and delivering sustainable outcomes for clients and communities.
