Job Description

  • We are seeking an experienced Principal / Associate – Transport Planning & Mobility to join our Transport Planning & Mobility team in Dubai.
  • This role will lead and contribute to the delivery of transport planning, traffic engineering, and mobility solutions for a portfolio of Dubai based projects within the Transport & Infrastructure business unit.
  • The successful candidate will bring extensive experience in transport planning studies, traffic modelling, and mobility strategy development, with a strong understanding of Dubai’s regulatory environment.
  • A mandatory requirement for this role is being an RTA Level 3 Approved Liaison Engineer, enabling effective coordination with the Roads and Transport Authority (RTA) throughout project lifecycles.
  • This is a senior role requiring strong technical capability, leadership, and client facing skills, with the ability to drive integrated and forward thinking transport solutions across complex infrastructure programmes.

Responsibilities

  • Lead the preparation and delivery of Traffic Impact Studies (TIS), Transport Assessments, masterplan transport strategies, and mobility frameworks.
  • Oversee traffic modelling, simulation, and analysis using tools such as VISUM, VISSIM, SIDRA, or equivalent.
  • Develop integrated mobility solutions incorporating public transport, active travel, first/last mile connectivity, and smart mobility systems.
  • Ensure all deliverables align with Dubai RTA guidelines, policies, and strategic frameworks.
  • Review and approve technical outputs including reports, analysis, models, and design recommendations.
  • Act as the designated RTA Level 3 Liaison Engineer, leading all interactions with RTA.
  • Manage the preparation, submission, and approvals of transport related documentation at all stages of the project lifecycle.
  • Provide expert guidance on RTA processes, standards, and compliance requirements.
  • Maintain strong working relationships with RTA and other regulatory stakeholders in Dubai.
  • Coordinate transport planning activities with highways, urban planning, utilities, environmental, and infrastructure teams.
  • Ensure integration of transport networks within wider masterplans and land development strategies.
  • Support project managers in aligning transport deliverables with programme schedules and project milestones.

Qualifications

  • Bachelor’s degree in Transport Engineering, Civil Engineering, Urban Planning, or a related discipline (Master’s preferred).
  • Minimum 12–15+ years of experience in transport planning and mobility within an engineering consultancy environment.
  • Mandatory requirement: RTA Level 3 Approved Liaison Engineer certification.
  • Proven experience delivering Dubai based transport planning projects, including TIS and mobility strategies.
  • Strong knowledge of Dubai RTA standards, approval processes, and regulatory frameworks.
  • Experience working on large scale infrastructure and land development projects.
  • Proficiency in transport modelling software such as VISUM, VISSIM, SIDRA, or equivalent tools.
  • Demonstrated ability to manage multidisciplinary coordination across complex project environments.
  • Excellent communication, stakeholder engagement, and client facing skills.
  • Strong commercial awareness and ability to contribute to bids and project growth.
