About the Role
Parsons is seeking an OCC Expert to lead the planning, design, integration, and delivery of Operations Control Centre systems for a large rail infrastructure project in Dubai. The role requires 15+ years of experience in the AECO industry and 10+ years in rail projects.

Responsibilities
- Lead the development, planning, and integration of OCC systems and operational control strategies across all project stages for large infrastructure project
- Define OCC operational requirements, functional specifications, control philosophies, and performance criteria for railway operations
- Ensure full integration of OCC systems with signalling (ATC/CBTC), SCADA, telecommunications, traction power, rolling stock, PSDs, depot systems, passenger information systems, and related operational interfaces
- Coordinate integration between OCC systems, passenger systems, operational interfaces, and external systems including airport related interfaces
- Support development of operational concepts, emergency response procedures, incident management strategies, and service recovery plans related to OCC operations
- Coordinate interface management activities between OCC systems and multidisciplinary rail, civil, MEP, architectural, and operational stakeholders
- Support Systems Engineering activities including requirements management, interface management, verification, validation, and operational readiness activities related to OCC systems
- Support preparation and review of Design and Construct tender documentation including OCC technical specifications, interface requirements, operational requirements, and performance criteria
- Develop and support testing and commissioning strategies including FAT, SAT, SIT, integrated testing, trial operations, and OCC operational readiness activities
- Coordinate with designers, contractors, operators, stakeholders, and authorities to ensure alignment with operational and integration requirements
- Identify and manage technical, operational, and integration risks associated with OCC systems and implement mitigation measures
- Ensure compliance with project specifications, operational requirements, safety standards, and international railway and OCC standards
Requirements
- Relevant Engineering Degree (Electrical, Electronics, Systems, Telecommunications, or equivalent) from a recognized University
- Minimum 15 years of experience in the AECO industry or relevant field
- Minimum 10 years of experience in rail projects and/or rail operations in Dubai, the GCC, and/or internationally
- Extensive knowledge and demonstrable experience in OCC systems planning, design, integration, and operations for large scale rail and infrastructure projects
- Relevant expertise in rail systems, OCC operations, passenger systems, operational interface management, and express railway operations
- Strong understanding of integration between OCC systems and signalling, SCADA, communications, rolling stock, traction power, depot systems, and passenger information systems
- Proven experience managing technical and operational scope of OCC systems within mega rail or infrastructure projects
- Strong understanding of Systems Engineering principles including requirements management, interface management, verification, and validation processes
- Familiarity with international railway standards, OCC operational best practices, and safety requirements

What Required Skills You'll Bring

- Minimum 10 years of experience in rail projects and/or rail operations in Dubai, the GCC, and/or internationally
- Professional certification or membership with a recognized engineering or railway institution is preferred
- Extensive knowledge and demonstrable experience in OCC systems planning, design, integration, and operations for large scale rail and infrastructure projects, including express railway systems
- Relevant expertise in rail systems, OCC operations, passenger systems, operational interface management, and express railway operations
- Strong understanding of integration between OCC systems and signalling, SCADA, communications, rolling stock, traction power, depot systems, and passenger information systems
- Experience coordinating with external operational systems, airport related interfaces, and Baggage Handling Systems (BHS) is highly desirable
- Proven experience managing technical and operational scope of OCC systems within mega rail or infrastructure projects
- Strong understanding of Systems Engineering principles including requirements management, interface management, verification, and validation processes
- Familiarity with international railway standards, OCC operational best practices, and safety requirements
