Terms Of Reference
UNICEF works to promote the rights and well-being of every child, with a particular focus on health, education, nutrition, child protection, and Water, Sanitation and Hygiene (WASH).
In the Pacific, UNICEF supports governments to strengthen climate-resilient, inclusive, and sustainable social services, particularly in highly climate-vulnerable contexts.
The Federated States of Micronesia (FSM) is among the most climate-vulnerable countries globally, experiencing recurrent droughts, typhoons, flooding, and saltwater intrusion that directly affect access to safe water and sanitation.
These risks disproportionately impact children, adolescent girls, and children with disabilities, particularly in school settings.
UNICEF FSM Is Implementing The Climate-Resilient WASH In Schools (WinS) Programme For Vulnerable Children And Adolescents, In FSM.
The Programme Focuses On
climate-resilient and inclusive WASH facilities in schools; menstrual hygiene management (MHM); strengthened school governance and accreditation systems; and community and peer-to-peer engagement to sustain behaviour change.
Given the scale and operational intensity of this programme, UNICEF will engage a local MHM and WASH in Schools Consultant to provide sustained, on-the-ground technical and coordination support to schools, communities, and government counterparts, ensuring timely and high-quality implementation The objective of this consultancy is to support the effective implementation of inclusive, gender- and disabilityresponsive, and climate-resilient WASH in Schools and MHM interventions in FSM, with a particular focus on adolescent girls and children with disabilities.

Minimum Requirements
- Education: Master in Education, nursing and medical science, public health, or a related field.
- Work experience: Minimum of one years of professional experience in delivering MHM related programme in community or school in FSM.
- Language requirements: Proficiency in English is required
- Knowledge/Expertise/Skills:
- + Stakeholder Engagement: Proven track record of successful stakeholder engagement and partnership building with government agencies, community leaders, international donors, and non-governmental organizations.
- + Communication Skills: Excellent written and verbal communication skills.
- Ability to prepare clear and concise reports, present data effectively, and articulate project needs and outcomes to diverse audiences, including technical and non-technical stakeholders.
- + Analytical Skills: Strong analytical and problem-solving skills, with a capacity to interpret complex data and translate it into actionable strategies.
- + Cultural Sensitivity: High degree of cultural sensitivity and ability to work effectively in a diverse environment.
- Experience working in cross-cultural international settings is crucial.
- + Teamwork: proven team player with ability to work with limited/remote supervision in a multicultural setting.
- Experience in conflict resolution and consensus-building is valuable.
- + Adaptability: Ability to adapt to changing environments and crisis situations, maintaining focus on project goals and deliverables.
