Terms of Reference Overview

  • Solomon Islands is preparing its Gavi 6.0 Full Portfolio Planning (FPP) application for 2026–2030.
  • The purpose of this consultancy is to lead the development of a high quality, evidence based, and Gavi 6.0 holistic application.
  • The international consultant will act as lead technical advisor, guiding the Full Portfolio Planning process.

Scope of Work

  • 1. Inception and Situation Analysis: Conduct inception meeting, review reference materials, validate analyses, consolidate evidence.
  • 2. Planning and Costing of NIS: Lead update and costing of National Immunisation Strategy, facilitate VPOP and cash prioritization.
  • 3. Application Drafting and Results Framework: Draft full Gavi 6.0 application, develop results framework with indicators and targets.
  • 4. Review, Validation, and Finalization: Lead review process, facilitate stakeholder consultations, ensure compliance.
  • 5. Submission and Final Report: Ensure complete submission, address queries, handover documents, prepare final report.

Minimum Requirements

  • Education: Advanced university degree (master’s or higher) in public health, epidemiology, health policy, health economics, health systems, or related field.
  • Work Experience: At least 10 years in immunization and health systems programming; experience in Gavi applications, programme costing, and donor proposals.
  • Language: Excellent command of written and spoken English.
  • Knowledge/Expertise/Skills: Good understanding of service delivery challenges in Pacific Island settings; strong analytical, facilitation, and writing skills.

Desirables

  • Work experience serving in a developing country.
  • Work experience in the Pacific Islands region.
  • Experience working in UNICEF or a UN system agency.
