To carry out day-to-day on-site inspection, sampling, and testing supervision of construction materials on behalf of the Consultant, ensuring that all materials and workmanship comply with approved submittals, project specifications, and the requirements of the Client and relevant Dubai authorities (DM, RTA, DEWA).

The Material Inspector supports the Material Engineer in the implementation of the project Quality Control system and provides direct, hands-on monitoring of materials delivered to and used on site.

Receiving Inspection At Site

  • Inspect all construction materials delivered to site (aggregates, cement, asphalt, steel, concrete, pipes, ducts, cables, geotextiles, paints, waterproofing, etc.).
  • Verify delivery notes, mill certificates, batch numbers, manufacturing dates, and shelf life against approved material submittals.
  • Check material quantities, packaging condition, markings, and traceability.
  • Reject and segregate any materials that do not comply with approved submittals or project specifications, and report to the Material Engineer.

Sampling & Testing

  • Carry out and witness sampling of soils, aggregates, asphalt, concrete, steel, water, and utility materials in accordance with approved Inspection & Test Plans (ITPs) and project specifications.
  • Ensure sampling frequencies, methods, and labelling comply with ASTM, BS EN, AASHTO, and RTA / DM standards.
  • Coordinate transport of samples to the site laboratory or to approved third-party DAC-accredited laboratories.
  • Witness testing at site and external laboratories and verify that test procedures are followed correctly.

Roadworks Inspection

  • Inspect subgrade, subbase, aggregate base course (ABC), and asphalt binder/wearing course layers for compliance with approved materials and methods.
  • Witness compaction tests (Field Density Test, sand replacement, nuclear density gauge), CBR, plate load, and Benkelman beam tests.
  • Verify asphalt temperatures at delivery, placement, and compaction; check rolling patterns and joints.
  • Witness core sampling, thickness measurements, and surface regularity checks.

Concrete Works Inspection

  • Witness concrete pouring activities for foundations, piles, pile caps, piers, abutments, decks, walls, and slabs.
  • Carry out and witness slump tests, temperature checks, air content tests, and cube/cylinder sampling.
  • Verify mix delivery tickets, transit times, and discharge times against approved limits.
  • Inspect curing methods, formwork release agents, repair mortars, and protective coatings.
  • Witness chloride, sulfate, and durability-related tests as required by specifications.

Reinforcement & Steel Inspection

  • Inspect reinforcement steel deliveries against mill certificates and approved submittals.
  • Verify bar diameters, grades, cutting, bending, and fixing in accordance with approved bar bending schedules and drawings.
  • Check concrete cover, spacing, lap lengths, anchorage, and tying prior to concrete pouring.
  • Witness bend, rebend, and tensile testing of reinforcement samples.
  • Inspect structural steel, welding, post-tensioning strands, bearings, and expansion joints as required.

Bridges & Tunnels Inspection

  • Support inspection of bridge-related materials: precast segments, girders, bearings, expansion joints, and waterproofing systems.
  • Inspect tunnel-related materials: shotcrete, segmental linings, waterproofing membranes, grouts, and rock bolts.
  • Witness shotcrete trials, panel tests, and grout sampling.
  • Verify storage and handling of precast elements, segments, and sensitive structural materials.

Infrastructure Utilities Inspection

  • Inspect materials for DEWA (water and electrical), sewerage (DM), irrigation, telecom, and district cooling networks.
  • Check ductile iron, GRP, uPVC, HDPE, and RCP pipes; manholes; valves; cables; and chambers against approved submittals.
  • Witness hydrostatic, pressure, and leakage testing of pipelines.
  • Verify backfill materials, bedding, and surround conditions in trenches.

Storage & Handling

  • Inspect site storage areas, stockyards, and warehouses to verify proper storage conditions for cement, steel, pipes, chemicals, and sensitive materials.
  • Check protection against weather, contamination, and damage.
  • Verify that material storage complies with manufacturer recommendations and shelf-life requirements.

Quality Control & Documentation

  • Maintain daily Material Inspection Reports, sampling registers, and test result logs.
  • Support the Material Engineer in the preparation and update of the Material Approval Register.
  • Verify Contractor's Inspection Requests (IR), Material Inspection Requests (MIR), and Work Inspection Requests (WIR).
  • Issue observation notes and support the preparation of Non-Conformance Reports (NCRs) where required.

Coordination & Reporting

  • Report directly to the Material Engineer on all material inspection and testing matters.
  • Coordinate with Site Engineers, Land Surveyor, Safety Engineer, and the Contractor's QA/QC team, materials team, and lab technicians.
  • Attend daily site coordination meetings and material-related technical meetings.
  • Prepare daily and weekly inspection inputs for the Material Engineer's reports to the Resident Engineer.
