Job Summary and Reporting

The role reports to the Head of Marine Personnel and has no direct reportees.

The position manages seafarer professional development, career progression, and certification compliance.

Training Responsibilities

  • Conduct training needs analysis for all seafarer ranks and roles.
  • Maintain training matrices covering STCW, company-mandated, and computer-based training.
  • Develop individual training plans aligned with regulatory and operational requirements.
  • Coordinate training delivery with internal departments and external providers.
  • Monitor training completion and certification validity.
  • Design cadet mentorship frameworks and track progress against onboard objectives.

Career and Performance Management

  • Design career progression paths for seafarer ranks and track career-stage progress.
  • Manage promotion eligibility, waiting lists, and stakeholder coordination.
  • Provide post-deployment career counseling and debriefings.
  • Oversee appraisals, annual performance cycles, performance ratings, and reward or recognition support.

Training Center and Vessel Engagement

  • Assess and approve training centers against STCW, flag state, and company standards.
  • Evaluate providers for quality, relevance, accreditation, and instructor competency.
  • Maintain an approved training-center list and address provider feedback or issues.
  • Conduct vessel visits, gather feedback, and improve onboard training and career development.
  • Plan and manage Fleet Officer Meetings, including agendas, logistics, and event execution.

General Accountabilities

  • Follow QHSE policies and departmental procedures to support safe, secure, consistent operations.
  • Stay current with marine standards, certification requirements, and training methodologies.
  • Assist with crisis management and contingency planning related to crew readiness and deployment.
  • Support Marine Personnel Department initiatives and other duties assigned by the supervisor.

Qualifications and Experience

  • A CoC STCW A-II/2 qualification is required.
  • At least 48 months of tanker sailing experience is required, including six months at management level as Master or Chief Officer.
  • Familiarity with maritime regulations, certification systems, and training practices is required.

Job-Specific Skills

  • Required skills include training design and delivery, training needs analysis, career pathway development, and performance management.
  • The role requires data management and reporting, mentorship, briefing and debriefing, stakeholder coordination, and event management.
  • The role requires knowledge of STCW, MLC, IMO Model Courses, and flag state requirements.
  • The role requires accurate records management and communication with seafarers, vessel leadership, and management.

Working Relations

The role coordinates internally with the Learning and Development team on Marine Personnel development plans.

External contacts include ship-based marine personnel, the crew administrator, and ship port agents.
