Lead Planner Turnaround

Purpose

Nature and Scope

• Coordinate turnarounds for SATORP, SASREF, and JIGH, with reported values ranging from $5M to $50M.
• Coordinate brownfield plant improvement projects ranging from $25K to $5M.
• Work with cross-functional teams through scope development, technical bid evaluation, execution, and handover.
• Support strategic turnaround and project execution plans with the Project Controls Manager.
• Monitor progress, budgets, and schedules using project management tools.
• Coordinate compliance with safety regulations and company safety objectives.
• Negotiate contracts and resolve disputes throughout project lifecycles.
• Conduct project evaluations and lessons-learned sessions.

Safety and Quality

• Ensure compliance with HSE standards, statutory regulations, safe work practices, and environmental requirements.
• Review safety plans and incorporate risk assessments and mitigation plans into work packages.
• Participate in HAZOP, SIMOPS, and safety reviews.
• Prepare quality compliance KPIs for turnarounds.
• Review quality plans, inspection and test plans, and quality procedures.
• Support QA/QC implementation for turnarounds and outage projects.

Turnaround Planning

• Support Primavera P3/P6, Microsoft Project, and contract management tools.
• Review manpower and equipment histograms against defined scope.
• Identify critical paths and actions needed to control them during planning and execution.
• Develop work scopes, job plans, work packages, procedures, manpower requirements, and execution strategies.
• Conduct site surveys and field verification of job requirements.
• Develop turnaround schedules and resource-loaded plans.
• Coordinate with operations, maintenance, engineering, inspection, and contractors.

Resources and Cost Control

• Estimate labor, equipment, tools, and material requirements.
• Ensure materials are procured and available before turnaround execution.
• Coordinate contractor mobilization and site logistics.
• Assist with turnaround budgets and cost estimates.
• Monitor planning-related costs and support post-turnaround cost reviews.

Requirements

• Experience coordinating turnaround planning and execution for industrial assets and brownfield projects.
• Working knowledge of Primavera P3/P6, Microsoft Project, and contract management tools.
• Ability to develop detailed work scopes, job plans, work packages, procedures, and execution strategies.
• Ability to prepare manpower, equipment, material, quality, inspection, and safety requirements for execution packages.
• Ability to coordinate with operations, maintenance, engineering, inspection, contractors, and other stakeholders.
• Knowledge of HSE requirements, risk assessments, HAZOP, SIMOPS, and QA/QC processes.
• Ability to conduct site surveys and field verification of job requirements.
• Contract negotiation and dispute-resolution capability is required for the described project lifecycle activities.
