Role Overview

KBR is expanding its Project Management Consultancy team for an offshore development in Abu Dhabi.

The Lead Procurement Engineer manages procurement activities for ADNOC Offshore projects and supports project execution through timely and cost-effective acquisition of materials, equipment, and services.

The role leads procurement teams and coordinates with engineering, construction, and project management disciplines.

Procurement Management

  • Lead procurement activities for offshore oil and gas EPC and PMC projects.
  • Develop procurement plans, strategies, and schedules aligned with project milestones.
  • Manage procurement of major equipment, bulk materials, and subcontracted services.
  • Monitor procurement progress and provide status reports to project management.

Tendering and Vendor Management

  • Prepare and issue RFQs and RFPs to approved vendors.
  • Conduct technical and commercial bid evaluations with engineering and commercial teams.
  • Lead clarification meetings and negotiations with suppliers.
  • Recommend vendor selection and maintain relationships with ADNOC-approved suppliers.

Purchase Orders and Logistics

  • Prepare and review purchase orders, contracts, and procurement agreements.
  • Monitor supplier performance against contractual commitments and address procurement-related claims.
  • Monitor supplier manufacturing schedules and delivery performance.
  • Coordinate expediting, inspection, and logistics activities to support on-time delivery.

Interfaces, Compliance, and Leadership

  • Coordinate with engineering, QA/QC, construction, planning, and project controls teams.
  • Ensure timely resolution of vendor technical queries and document review cycles.
  • Maintain procurement records, audit readiness, HSE compliance, and ethical procurement practices.
  • Lead and mentor procurement engineers and buyers and promote continuous improvement.

Qualifications and Experience

  • A bachelor's degree in mechanical, electrical, instrumentation, industrial engineering, or an equivalent field is required.
  • At least 15 years of procurement experience in oil and gas EPC or PMC projects is required.
  • At least 5 years of experience in a Lead Procurement Engineer role is required.
  • Experience with ADNOC projects or major Middle East oil and gas projects is required.
  • Experience with offshore facilities, brownfield and greenfield developments, and major equipment categories is required.

Technical and Professional Skills

  • Strong understanding of procurement lifecycle and contract administration is required.
  • Knowledge of ADNOC procedures, approved vendor requirements, and international standards is required.
  • Proficiency in SAP, Oracle, or a similar ERP system is required.
  • Commercial awareness, negotiation, stakeholder management, communication, and report-writing skills are required.
  • CIPS, PMP, and supply chain management certifications are preferred.

Performance Focus

Performance is measured through procurement schedule adherence, on-time delivery, cost savings, supplier performance, compliance, and reduction of procurement-related project risks.
