Role overview

IT solutions management

• Oversee development and implementation processes so architecture and system integration align with JCDC needs.
• Monitor project scope, user requirements, resources, outsourcing, costs, risks, testing, quality, timelines, and cybersecurity requirements.
• Oversee IT application planning, implementation, maintenance, technical evaluations, upgrades, and performance improvements.
• Coordinate with external contractors to design, develop, deploy, and configure systems and monitor delivery compliance.

IT solution services operations

• Establish IT procedures and policies and ensure systems have appropriate documentation and manuals.
• Assess IT solutions and support performance to recommend continuous improvement.
• Coordinate with Procurement, suppliers, and subcontractors to maintain IT solutions and technical support coverage.
• Lead system access, application support, live simulation, and troubleshooting to maintain uninterrupted operations.

Strategy and leadership

• Develop and direct department strategy in alignment with divisional strategy, JCDC’s vision, mission, and corporate objectives.
• Provide subject matter expertise and counsel to JCDC leadership on assigned domain matters.
• Set objectives, manage performance, develop staff, and lead talent development initiatives for the assigned section.

Budget and governance

• Recommend the department budget and monitor financial performance against budget to identify costs and improvement opportunities.
• Lead implementation of department policies, systems, processes, procedures, and controls.
• Lead continuous improvement and change management considering global standards and business-environment changes.
• Ensure sectional reports are prepared accurately and on time according to JCDC requirements.

Qualifications and experience

• Bachelor’s degree in Information Technology, Computer Science, Business Information Systems, or a related field is required.
• A master’s degree is preferred.
• At least 12 years of experience in a similar field, including 3 years in a managerial role, is required.

Job-specific skills

• Information technology management, project leadership, and strategic contribution are required.
• Excellent English is required; Arabic is preferred.
• Excellent verbal, written communication, and presentation skills are required.
• Proficiency in Microsoft Office Suite is required.
• Understanding of KSA and GCC cultural and professional environments is required.
• Knowledge of market practices, laws, compliance, technical best practices, mentoring, and innovation is required.
