Role overview

The NRC is seeking IT Directors for strategic, technical, and people leadership across enterprise technology functions in the Chief Information Officer Branch.

Successful candidates may be placed in roles aligned with their experience, technical background, leadership strengths, and organizational needs.

The process will establish a pool for similar CS-4 and CS-5 positions with varying tenures, language requirements, and security levels.

Work arrangements

  • The position may be eligible for a limited hybrid work arrangement combining onsite work and telework.
  • Alternative work arrangements may be considered where operationally appropriate.

Leadership responsibilities

  • Provide strategic direction for enterprise IT programs, services, and initiatives supporting organizational priorities.
  • Lead multidisciplinary teams, manage people and resources, and support organizational transformation.
  • Oversee complex IT services, programs, platforms, and enterprise-wide initiatives.
  • Manage priorities, risks, resources, budgets, and stakeholder expectations across multiple initiatives.
  • Align delivery with architecture, cybersecurity, accessibility, privacy, information management, and Government of Canada digital standards.

Screening criteria

  • A bachelor's degree in computer science, information technology, or a related discipline, or an equivalent combination of education and experience.
  • Recent and significant experience managing enterprise-scale IT services, systems, platforms, or digital technology initiatives.
  • Recent and significant experience managing multidisciplinary technical teams and advancing enterprise-wide initiatives.
  • Recent and significant experience developing and implementing IT strategies, policies, and operational plans.
  • Experience leading service modernization, digital transformation, enterprise technology delivery, or IT service management practices.
  • Experience managing human and financial resources.

Additional qualifications

  • A master's or doctoral degree is considered an asset.
  • ITIL, PMP, CISSP, or AWS Certified Solutions Architect certifications are considered assets.
  • Secret Clearance is required.
  • Bilingual Imperative CBC/CBC language proficiency is required.

Technical competencies

  • Advanced knowledge of enterprise IT management, digital service delivery, and modern technology operations.
  • Ability to balance innovation, operational stability, service excellence, cybersecurity, risk management, and client needs.
  • Knowledge of IT governance, enterprise architecture, cybersecurity, accessibility, privacy, information management, and digital standards.
  • Depending on placement, candidates may demonstrate expertise in data innovation, data engineering, analytics, AI, application development, DevSecOps, or digital solution delivery.

Compensation

  • The salary range is CAD 135,833 to CAD 176,401 per annum.
  • Employees meeting the language requirements receive a bilingualism bonus of CAD 800 per year.

Organizational information

The position is within the Chief Information Officer Branch in Ottawa.

The classification is CS-5 and the tenure is continuing.
