Responsibilities
- Build and maintain strong relationships with industry partners, public authorities, government entities, utility providers, and key decision makers
- Facilitate communication and coordination with external stakeholders and industry partners to support project objectives
- Support engagement with government authorities, including Ministry of Transport, on transportation infrastructure and public transportation development
- Coordinate with utility providers including SEC, ARAMCO, NWC, and telecom operators to resolve utility and infrastructure interface issues
- Promote integration of transportation networks by coordinating with major transportation stakeholders including airports and regional facilities
- Collaborate with traffic stakeholders including Civil Defense, Riyadh Municipality, and Ministry of Interior for traffic coordination
- Maintain awareness of land acquisition processes and assist with coordination related to access and right of way requirements
- Monitor stakeholder issues, regulatory developments, and changes in political, social, environmental, and industrial environment
- Develop and implement stakeholder engagement strategies to address emerging issues
- Support community engagement initiatives and enhance project’s public image through proactive stakeholder communication
- Prepare stakeholder reports, meeting records, presentations, and coordination documents
- Support resolution of stakeholder concerns, conflicts, and project related issues in a timely and professional manner
Requirements
- Bachelor’s Degree in Architecture, Civil Engineering, Construction Engineering, or related discipline
- Minimum 10 years of relevant experience, including at least 5 years in a rail or transit development environment
- Strong knowledge of Riyadh's governmental, utility, and stakeholder landscape
- Fluency in both Arabic and English
- Experience working in multicultural and multidisciplinary environments

Job Description
- Parsons is looking for an amazingly talented Interface Specialist (Stakeholder) (Saudi National) to join our team!
What You’ll Be Doing
- Work closely with the Stakeholder Manager to build and maintain strong relationships with industry partners, public authorities, government entities, utility providers, and key decision makers to support successful project delivery.
- Facilitate communication and coordination with external stakeholders and industry partners to support project objectives and stakeholder alignment.
- Support engagement with government authorities, including the Ministry of Transport, on matters related to transportation infrastructure and public transportation development.
- Coordinate with utility providers, including Saudi Electricity Company (SEC), ARAMCO, National Water Company (NWC), and telecommunications operators, to support the resolution of utility and infrastructure interface issues.
- Promote the integration of transportation networks by supporting coordination with major transportation stakeholders, including airports and regional transportation facilities.
- Collaborate with key traffic stakeholders, including Civil Defense, Riyadh Municipality, and the Ministry of Interior, to support traffic coordination and project implementation activities.
- Maintain awareness of land acquisition processes and timelines and assist with coordination activities related to access and right of way requirements.
- Monitor stakeholder issues, regulatory developments, legal precedents, and changes in the political, social, environmental, and industrial environment that may impact project delivery.
- Develop and implement stakeholder engagement strategies to address emerging issues and support successful project outcomes.

What Required Skills You’ll Bring
- Bachelor’s Degree in Architecture, Civil Engineering, Construction Engineering, or a related discipline.
- Minimum 10 years of relevant experience, including at least 5 years of professional experience within a rail or transit development environment.
- Strong knowledge of Riyadh's governmental, utility, and stakeholder landscape, with established relationships across relevant authorities and organizations preferred.
- Experience managing stakeholder engagement activities on major infrastructure projects involving multiple internal and external stakeholders.
- Strong communication, negotiation, facilitation, and problem solving skills.
- Ability to build and maintain effective relationships with a diverse range of stakeholders.
- Demonstrated ability to influence, persuade, and communicate effectively with senior level stakeholders.
- Experience working in complex and fast paced project environments with demanding schedules.
- Excellent judgment, diplomacy, conflict resolution, and decision making skills.
- Fluency in both Arabic and English, with excellent verbal and written communication skills in both languages.
- Experience working in multicultural and multidisciplinary environments.
