Education

A bachelor's degree in a security related discipline and a minimum of five years documented qualifying experience in the areas below is required. Ten years of documented experience may be substituted for a bachelor's degree.

Required Experience

Knowledge and experience in a variety of staff/action officer functions involved in Industrial Security policy, planning, assessment, and administration at a military service headquarters. Such experience should include: implementation of laws and regulations governed by Executive Order 12829; the National Industrial Security Program (NISP); reviewing, writing Industrial Security policy; determining facility clearance /personnel clearance requirements for Contractor performance contracts, including any foreign ownership, control or influence (FOCI) and its impact with National Interest Determination (NID); and developing, tracking and maintaining the Contract Security Classification Specification, DD Form 254, along with applicable contractual documentations for completeness and accuracy.

Demonstrate the ability to communicate by developing complex technical and security materials, such as USCG policies, Tactics Techniques and Procedures, job aids, reports and documentation manuals; and distilling and translating them into easily understood materials suitable for a variety of audiences, including government employees, supervisors, and the general public. Additionally, the Contractor must possess the ability to review and edit complex materials for required USCG format, content, style, grammar, completeness, technical accuracy, and audience suitability. Further, they must possess knowledge of technical communication concepts (e.g., information design, editing practices and software applications).

Possess the ability to develop, refine, or modify materials containing complex, technical, security ideas from a variety of sources for a variety of audiences. Additionally, the Contractor must have the ability to prepare clear and concise written documents in accordance with the USCG Correspondence guidance that compels others to take a course of action, instruct others in carrying out activities, or explain the purpose, goals, and objectives of a policy or regulations.

Possess the ability to establish and maintain effective working relationships with a multi-discipline of subject matter experts, and in facilitating and gaining organizational consensus.

Possess an intermediate or higher skill level with various types of information technology applications, such as Microsoft Office, including MS Word, Access, Excel and PowerPoint. The Contractor must have the knowledge, skill, and appropriate access to use government databases; such as National Central Access Information Security System (NCAISS), National Industrial Security System (NISS), Joint Personnel Adjudications Systems (JPAS), CVS, ISMS and other agency-wide systems to support related Contractor's performance contracts.
