Responsibilities
- Manage the complete Shutdown/Turnaround proposal lifecycle from enquiry receipt to bid submission and post bid clarifications
- Conduct Shutdown & Turnaround scope evaluation and bid strategy development
- Perform man hour estimation, productivity calculations, and resource planning for TAR projects
- Prepare cost estimation, pricing, and commercial proposals for shutdown activities
- Prepare technical proposals, execution methodologies, mobilization plans, and project schedules
- Review and prepare pre qualification documents, tender submissions, and client clarifications
- Coordinate with Operations, Planning, Estimation, HSE, Procurement, and Commercial teams during bid preparation
- Perform risk assessment and identification of critical shutdown execution challenges during proposal stages
Requirements
- Proven experience in Proposal/Tendering roles for Shutdowns, Turnarounds, Plant Outages, and Maintenance Contracts within Oil & Gas, Refinery, Petrochemical, and Industrial sectors in Kuwait
- Strong hands on experience in preparing and managing Shutdown & Turnaround proposals for Kuwait based clients
- Thorough understanding of shutdown execution methodologies, work scopes, critical path activities, resource planning, and outage strategies
- Capability to independently manage the complete Shutdown/Turnaround proposal lifecycle from enquiry receipt to bid submission and post bid clarifications
- Hands on experience in man hour estimation, productivity calculations, cost estimation, pricing, and commercial proposal preparation for shutdown activities
- Strong knowledge of refinery and petrochemical shutdown disciplines including Mechanical, Piping, Static Equipment, Rotating Equipment, E&I, Scaffolding, Insulation, Painting, and Specialized Maintenance Services
- Familiarity with major Kuwait Oil & Gas, Refinery, and Petrochemical clients, shutdown contracting practices, and tendering requirements

Role Overview

- Strong hands on experience in preparing and managing Shutdown & Turnaround proposals for Kuwait based clients and projects.
