1.Strategic HR Management
- Partner with department heads to develop, implement, and regularly update

- Design, implement, and track
- KPI frameworks
- for both staff and workers, aligning with operational targets across construction departments and ensuring that performance targets are met.
- Understand the unique manpower and performance needs & expectations of different project units (including marine construction) and tailor HR strategies accordingly for fulfilment of target/KPIs.
- Draft and update
- organizational charts
- for island and project-based teams, obtaining approval from MD and Owners.
2.Workforce Planning & Recruitment
- Spearhead
- manning, hiring, onboarding
- , and mobilization of resources for marine and land-based projects (e.g.,
Tug Maftoon, Barge ILCO, Barge MRB02
- ).
- Coordinate
- visa processing and documentation
- for staff and labor.
- Independently drive recruitment campaigns and sourcing strategies to meet urgent workforce needs, especially in remote project locations.
3.Performance & Attendance Monitoring
- Supervise and ensure adherence to
- performance management processes

- probation reviews
- ,
- KPI assessments

- performance appraisals

- Oversee and
- manually monitor worker attendance, hours, and overtime
- , ensuring fair practices and cost control.
- Work closely with site managers and project teams to

4.Employee Relations & Welfare
- Act as the primary point of contact for
- employee relations

- grievances
- , conflict resolution, and disciplinary matters with both staff and labor.
- Ensure timely and appropriate

- Navigate sensitive HR scenarios such as

5.Camp & Site HR Operations
- Manage
- labor camps

- security, housekeeping, welfare
- , and accommodation standards are upheld.
- Supervise
- canteen operations
- , conducting audits, monitoring food quality, and minimizing waste.
- Oversee
- medical cases
- , workplace injuries, and coordinate with HSE and admin teams to ensure compliance.
- Monitor
- HSE compliance
- , especially across island and high-risk project zones.
6.HR Systems & Reporting
- Maintain and update
- HRMS data
- for all internal entities and other remote teams.
- Generate and submit
- daily HR reports
- to owners and senior management.
- Manage and analyze data for
- attrition reports
- ,
- CTC summaries
- , and other compliance documentation.
- Conduct
- employee surveys
- and
- engagement activities
- , collecting feedback for continuous improvement.
7.Administration & Compliance
- Oversee
- office administration functions
- and support operational teams with logistical coordination.

- labor performance compliance
- through regular assessments (e.g.,
- Tikka compliance
- ).
- Support in
- legal investigations
- and coordinate with internal legal advisors as necessary.
Ideal Candidate Profile: Qualifications & Experience
- Bachelor's degree in Human Resources, Business Administration, or equivalent. Master's or HR certification is a plus.
- ***10+ years of HR experience in the construction industry in the UAE or GCC region, with significant exposure to both staff and labor segments.***
- Proven experience in independent HR operations, especially in camp and remote site settings.
- Deep understanding of UAE labor laws, HR best practices, and construction workforce dynamics.
- Sound knowledge of contemporary HR best practice
- Proven ability to provide HR advice on employee and industrial relations matters and the confidence to research issues and obtain advice where necessary
- Experience in managing grievances and other workplace matters
- Experience in recruitment and employee retention.
