Human Capital Analyst

POSITION SUMMARY

DUTIES

• Analyze workforce data related to staffing, vacancies, attrition, retirement eligibility, hiring, onboarding, workforce demographics, workload, skills gaps, and organizational capacity.
• Develop workforce forecasts, gap assessments, staffing models, trend analyses, and scenario-based recommendations.
• Create and maintain dashboards, scorecards, recurring reports, data visualizations, staffing trackers, and executive summaries.
• Validate and reconcile information obtained from human capital systems, spreadsheets, surveys, and program offices.
• Identify data-quality concerns, reporting inconsistencies, workforce risks, and recommended corrective actions.
• Translate complex workforce information into concise findings and recommendations for senior leadership.
• Support Core HCM and HR technology modernization through requirements gathering, virtual stakeholder interviews, business-rule documentation, user stories, use cases, and implementation planning.
• Document current-state and future-state business processes, workflows, roles, dependencies, decision points, and system requirements.
• Facilitate virtual working sessions with DHS process owners, HR subject-matter experts, data owners, security personnel, IT teams, and program leadership.
• Review applicable DHS and Office of Personnel Management policies and guidance and translate requirements into operational recommendations.
• Evaluate human capital programs and processes to identify inefficiencies, risks, control gaps, and opportunities for standardization, automation, or improved customer service.
• Support approved artificial intelligence and automation use cases while maintaining appropriate security, privacy, quality-control, and human-oversight requirements.
• Prepare executive briefings, decision papers, white papers, presentations, standard operating procedures, meeting materials, and status reports.
• Track project milestones, actions, risks, issues, decisions, dependencies, and performance measures.
• Support recruitment, hiring, personnel-security coordination, onboarding, workforce deployment, and employee-lifecycle activities as assigned.
• Coordinate data calls and ensure submissions are accurate, complete, timely, and appropriately documented.
• Organize and maintain project documentation, knowledge repositories, and SharePoint content.
• Protect sensitive workforce information and personally identifiable information in accordance with DHS privacy, cybersecurity, records-management, and acceptable-use requirements.
• Perform additional human capital analysis and program-support duties consistent with contract requirements.

EDUCATION

REQUIRED QUALIFICATIONS

• Four or more years of relevant experience in human capital, workforce planning, HR analytics, management consulting, program analysis, organizational improvement, or a related field.
• Demonstrated ability to analyze complex quantitative and qualitative information and develop clear, defensible recommendations.
• Working knowledge of the employee lifecycle and core HR functions, including workforce planning, recruitment, onboarding, performance management, employee relations, benefits, retirement, or HR operations.
• Advanced proficiency with Microsoft Excel and strong proficiency with PowerPoint, Word, Teams, and SharePoint.
• Experience developing dashboards, reports, or visual analyses using Power BI, Tableau, or a comparable business-intelligence platform.
• Strong professional writing, presentation, facilitation, and stakeholder-engagement skills.
• Ability to manage multiple assignments, meet firm deadlines, and produce accurate work in a remote, fast-paced client environment.
• Demonstrated ability to work independently, communicate proactively, and collaborate effectively with geographically dispersed teams.
• Must be able to obtain and maintain a High-Risk Public Trust or equivalent federal client access. This role supports sensitive federal programs and involves elevated access to systems and data.
• Position requires the current ability to obtain and maintain required access without interruption in alignment with long-term program needs.
• Must be authorized to work in the United States without employer sponsorship now or in the future.

PREFERRED QUALIFICATIONS

• Previous experience supporting DHS, OCHCO, another federal agency, or a federal consulting engagement.
• Familiarity with federal human capital frameworks, workforce-planning practices, HR data, and Core HCM modernization.
• Experience supporting HR shared services, workforce transformation, or HR technology implementation.
• Experience with business-process mapping, requirements analysis, data governance, change management, or continuous improvement.
• Working knowledge of Power Query, SQL, data modeling, statistical analysis, or workflow-automation tools.
• Experience preparing materials for senior executives or facilitating cross-functional federal working groups.
• Relevant certification such as SHRM-CP/SCP, PHR/SPHR, PMP, Lean Six Sigma, Power BI, or an equivalent credential.
