eLearning Project Manager

POSITION SUMMARY

DUTIES

• Lead authorized eLearning and online-module projects from initiation through final acceptance, establishing scope, responsibilities, milestones, dependencies, review gates, deliverables, and acceptance criteria.
• Translate client direction, course evaluation findings, approved Course Development Plans, Course Design Documents, and-training requirements into executable eLearning production plans and schedules.
• Manage concurrent module-development workstreams and coordinate instructional designers, eLearning developers, graphic artists, video and multimedia specialists, technical writers, subject matter experts, LMS personnel, and accessibility and quality reviewers.
• Ensure online modules apply evidence-based instructional design and adult-learning practices and align objectives, content, interactive activities, games, simulations, practice, and assessments with applicable standards.
• Control scope, schedule, labor, risks, issues, dependencies, decisions, and changes; identify potential delays or resource constraints early and provide actionable status and recovery recommendations to APV leadership.
• Support project-level planning and reporting by maintaining accurate eLearning milestones, accomplishments, upcoming work, risks, issues, and client-directed changes for inclusion in the Program Plan, Monthly Status Reports, and final reporting.
• Facilitate requirements, design, storyboard, prototype, courseware, testing, and acceptance reviews; document decisions and action items, route materials to the appropriate reviewers, and verify incorporation of approved feedback.
• Manage development of SCORM-compliant modules compatible with the LMS and suitable for use on the client network, coordinating technical requirements and testing with the COR, designated client Project Manager, applicable IT personnel, and LMS administrators.
• Ensure PDF, Word, or PowerPoint source content is provided before SCORM packaging, as required by the SOW, and that HTML-created source files are not submitted as the required source-file deliverable.
• Direct functional, instructional, browser and device, network, SCORM, LMS, accessibility, and user-acceptance testing using traceable requirements and test results; manage defect correction, regression testing, and closure before release.
• Coordinate independent Section 508 testing and remediation so all modules and supporting electronic materials meet applicable Section 508 and WCAG Level A and AA requirements and include the required compliance checklist at final submission.
• Establish and enforce configuration management, file naming, version control, change tracking, approval, release, and archive practices across storyboards, media, source files, test evidence, and published packages
• Verify that final deliveries include reusable and editable Government-owned source files, SCORM packages, supporting documentation, and properly licensed or authorized assets free of restrictions that would limit Government and partner use.
• Coordinate technical and scientific validation with subject matter experts and secure Government approval before finalization or deployment; do not authorize release based solely on internal review.
• Maintain production quality through regular team reviews, workload balancing, schedule forecasting, risk escalation, corrective action, and lessons learned across the eLearning portfolio.
• Prepare for client-directed changes in course sequencing, priorities, or delivery format and support reasonable surge or emergency conversion requests within the SOW's five-business-day response expectations.
• Protect client information and Government-furnished materials by using only approved systems, tools, and transfer methods and by enforcing contract security, privacy, records-management, AI-use, and information-handling requirements.
• Perform other duties within the scope of the position and contract requirements.

EDUCATION

REQUIRED QUALIFICATIONS

• At least six years of progressively responsible experience managing eLearning, digital training, educational technology, or comparable multimedia-development projects, including concurrent workstreams and multidisciplinary teams.
• Project Management Professional (PMP) credential.
• Demonstrated experience managing the full eLearning development lifecycle from requirements and design through development, testing, LMS deployment, acceptance, and maintenance.
• Working knowledge of adult learning, instructional systems design, courseware development, storyboarding, interaction design, assessment, and multimedia production.
• Hands-on understanding of SCORM packaging and LMS testing, including launch, completion, bookmarking, scoring, status reporting, and troubleshooting within an enterprise LMS environment.
• Experience developing integrated schedules, assigning and tracking work, managing risks and issues, controlling changes and versions, documenting decisions, and reporting project status to clients and leadership.
• Experience coordinating functional, accessibility, technical, and user-acceptance testing and managing defects through correction, retesting, and closure.
• Working knowledge of Section 508 requirements, WCAG Level A and AA criteria, accessible media and interaction practices, and accessibility documentation for online learning.
• Strong client-facing communication, facilitation, leadership, organization, problem-solving, and quality-control skills, with the ability to translate between program, instructional, technical, and scientific stakeholders.
• Ability to work independently in a primarily remote federal delivery environment while managing multiple priorities, accelerated deadlines, sensitive information, and changing requirements
• Ability to obtain and maintain the security and system access approvals required for a Tier 2 Sensitive Moderate Risk position, including completion of required security, privacy, records-management, and role-based training.
• Authorization to work in the United States without current or future employer sponsorship.

PREFERRED QUALIFICATIONS

• Certified ScrumMaster, PMI Agile Certified Practitioner, or comparable project or agile-delivery credential.
• Experience supporting federal agencies, particularly in public health, regulatory, or similarly complex environment.
• Experience leading development in Articulate Storyline or Rise, Adobe Captivate, Camtasia, or comparable eLearning and multimedia tools.
• Experience deploying or administering content in an enterprise LMS and coordinating with government IT and learning-technology teams.
• Experience managing Government-owned courseware, source-file turnover, content portability, release documentation, and long-term maintenance of digital learning assets.
