POSITION SUMMARY

DUTIES

• Develop complete eLearning modules and finish, revise, or modernize partially developed courseware using Government-approved authoring and multimedia tools.
• Translate approved storyboards, scripts, learning objectives, source materials, and design specifications into interactive digital learning experiences for professional adult learners.
• Build eLearning, microlearning, knowledge checks, assessments, branching scenarios, simulations, multimedia, videos, graphics, and other digital learning components appropriate to the content and audience.
• Collaborate with Instructional Systems Designers to align interactions, media, practice, and assessments with learning objectives, adult learning principles, ADDIE or equivalent methods, and instructional quality standards.
• Work with program subject matter experts to clarify source content and incorporate validated changes while preserving technical, scientific, and regulatory accuracy.
• Tailor Government-furnished learning materials and, when specifically authorized, provide limited contextualization of commercial learning resources without redeveloping core commercial content.
• Create SCORM, xAPI, or equivalent content packages as applicable and prepare LMS-ready files, metadata, course assets, and supporting documentation.
• Conduct functional, navigation, media, assessment, link, and packaging tests; coordinate LMS compatibility and deployment testing with learning systems personnel and resolve identified defects.
• Coordinate accessibility reviews and remediation with the Quality Assurance and Section 508 Accessibility Specialist, including keyboard operation, logical reading order, captions, transcripts, alternative text, color contrast, and accessible interactions.
• Develop and support prototype, alpha, beta, pilot, and final releases when required; incorporate Government and internal review comments and maintain traceability from requirements through final acceptance.
• Apply configuration management, file-naming, version-control, change-log, and release-management practices to source files, media, published packages, and related documentation.
• Structure digital learning products to be reusable, maintainable, platform-agnostic, and convertible for virtual instructor-led, blended, self-paced, or other approved delivery formats.
• Update existing learning products to reflect changes in client policy, regulations, technology, organizational priorities, accessibility requirements, and instructional approaches.
• Support quality assurance reviews, pilot activities, learner feedback analysis, and approved evaluation activities; implement revisions that improve usability, accessibility, technical performance, and learning effectiveness.
• Communicate development status, risks, dependencies, defects, and completion information to the Task Lead or Program Manager and contribute to team planning and continuous process improvement.
• Protect Government information and use Government-furnished equipment, systems, software, templates, branding, and source materials in accordance agency requirements.
• Perform other duties within the scope of the position and contract requirements.

EDUCATION

REQUIRED QUALIFICATIONS

• At least four years of professional experience developing web-based, computer-based, multimedia, or other digital learning products.
• Hands-on experience with eLearning authoring tools such as Articulate Storyline or Rise, Adobe Captivate, or equivalent applications, including publishing and troubleshooting courseware.
• Demonstrated ability to build interactive courseware from storyboards, scripts, approved designs, and subject matter expert content.
• Experience developing and testing SCORM, xAPI, or comparable interoperable learning packages for deployment through an enterprise learning management system.
• Working knowledge of Section 508 accessibility requirements and experience developing or remediating accessible digital learning, multimedia, documents, and assessments.
• Experience conducting structured quality assurance and functional testing, documenting defects, incorporating review comments, and preparing final release packages.
• Ability to apply adult learning principles and instructional design concepts to digital interactions, media, practice activities, and assessments.
• Demonstrated ability to collaborate with Instructional Systems Designers, subject matter experts, LMS personnel, graphic artists, multimedia specialists, quality reviewers, and Government stakeholders.
• Strong visual judgment, writing and editing skills, attention to detail, organization, and ability to manage multiple courseware components and deadlines in a primarily remote environment.
• Ability to obtain and maintain the security and system access approvals required for a Tier 2 Sensitive Moderate Risk position, including completion of required security, privacy, records management, and role-based training.
• Authorization to work in the United States without current or future employer sponsorship.

PREFERRED QUALIFICATIONS

• Experience supporting federal agencies, particularly in a public health, regulatory, or similarly complex environment.
• Experience developing regulatory reviewer, scientific, technical, compliance, leadership, professional development, or certification courseware.
• Experience with learning product sustainment, modality conversion, reusable learning objects, learning pathways, enterprise metadata, or course catalog governance.
• Experience developing accessible video, audio, animation, simulation, or interactive multimedia and coordinating specialized graphics or production support.
• Experience testing courseware in multiple browsers, devices, assistive technologies, or learning platforms and supporting LMS content deployment or troubleshooting.
• Familiarity with Kirkpatrick-based evaluation, learner analytics, content lifecycle management, Agile development practices, or structured review workflows.
